Senior Manager for Resource Acquisition & Programme Planning

To provide leadership in developing and implementing the World Vision national strategy for acquiring grants and private funds and enhance organizational resource acquisition capacity to maximise the impact of World Vision’s Programmes in the lives of vulnerable children in Cambodia. This will be achieved by leading the development of cutting-edge project designs, aligned as far as feasible with Technical Programmes and complemented by the implementation of a comprehensive donor engagement plan.

Areas of Responsibility: 

Develop and maintain WVI-C’s Resource Acquisition Strategy and Business Plans

  • Develop acquisition strategy in cooperation with technical specialists, the Director of Marketing & Communications, WVI-C leadership, regional and Support Office contributors.
  • Promote internal stakeholder buy-in and manage the implementation of the National Office resource acquisition strategy for non-sponsorship funding ensuring strong coordination with local marketing initiatives.
  • Be abreast of calls for proposals and grant application procedures of major government and private donors.
  • Support internal National Office strategy and planning processes (e.g. Risk Register, Child Well Being report).

Resource Acquisition

  • In partnership with technical specialists ensure that sector best practice project concepts are prepared and ready for proposal development within the parameters of the growth targets and strategy confirmed by the NFCC.
  • Review calls for proposals and utilize Go/No Go Tool to recommend (to Director of S&PQ and Operations Director) whether WVI-C should pursue funding opportunities.
  • Ensure donor proposal requirements are understood and applied in proposal development
  • Leverage NO, SO, RO, GC technical support in the grant proposal development process when required.
  • Lead the development of high-quality grant and PNS proposals including supervising preparatory tasks including pre-award assessment/research, selection and due diligence of partners.
  • Maintain and improve an effective proposal tracking system.

Management of Donor and Support Office Relations

  • Network with grant makers and embassies within Cambodia to establish mutually beneficial engagement and strengthen preparedness for new opportunities.
  • Work with World Vision Support Offices and other donors in identifying opportunities for acquiring grants/private funds to support National strategy and Technical Programme implementation.
  • Facilitate and establish relations with new and existing donors linking and tracking Technical Leads and Technical Programme Managers with donor counterparts.
  • Work with the Regional Director for Grant Acquisition Management to contribute to new grant acquisition initiatives.

Area Programme Assessment and Planning

  • Lead internal programme assessment processes by the RAPP team including training, fieldwork, data collection, report writing and review.
  • Ensure that the capacity of Operations staff is developed in order that they understand and implement assessment and design requirements to high quality standards.
  • Lead the national process of Annual AP Planning ensuring operations staff are supported to develop programme design plans and related budgets.
  • Facilitate the development of sustainability strategies and transition plans for Area Programmes.
  • Through RAPP contributions in new staff orientation and periodic refresher training ensure that Operations staff are familiar with the WVI-Cambodia approach to AP Planning.
  • Lead the development of simple LEAP processes and tools in collaboration with technical and Operations teams.
  • Ensure that the APP Unit provides support for the review of AP Semi/Annual progress reports to monitor AP progress, document learning and provide feedback for improvement.

Technical Support for Resource Acquisition in Laos

  • As a resource acquisition counterpart, provide technical input, guidance and support as appropriate to the Resource Acquisition Manager of WVI-Laos.
  • Proactively share learning and resource acquisition insights/news/resources with the Resource Acquisition Manager in Laos to enhance the resource acquisition function of World Vision in Laos.

Leadership and Capacity Building of Local Staff

  • Assist with building the capacity of WVI-C staff in proposal development by providing support and coaching.
  • Build cooperation, team spirit and a supportive, learning environment in the RAPP unit and within WVI-C in general.
  • Support the professional and personal development of unit staff, including emphasis on the leadership development of Cambodian staff and fulfilment of related succession planning.
  • Facilitate a supportive environment for the spiritual formation of staff, the internalisation of WV’s Vision, Mission, and Core Values.
  • Encourage the full and appropriate expression of WV’s Christian identity. Participate in and lead where appropriate devotional meetings, annual Day of Prayer and other events.
  • Be responsible for the performance of the unit managers in developing their respective plans to address identified weaknesses and meet performance targets.
Educational Background: 
MSc/MA in Development Studies, International Relations, Business Administration, Social Sciences or relevant subject.
Skills/Experience: 
  • Knowledge of programme development and design, resource acquisition, major donors and multi-laterals and donor relations
  • Knowledge of major institutional donor specific priorities, processes, and standards
  • Excellent verbal and written English communication skills.
  • In-depth knowledge on programme design.
  • Demonstrated 5 years experience in successful project design, proposal writing, funding acquisition, and donor relations

PREFERRED

  • At least 3 years experience in management of a unit or department
  • Strong influencing and networking skills; consortia/network development experience
