The Regional Program Coordinator will play a key role in coordinating the implementation of the Regional Program to End Violence Against Children in East Asia (EVAC-EA). The EVAC EA Program is implemented by the East Asia Regional office that consist of seven national projects with a specific regional supporting role regarding technical support, capacity building, knowledge management, quality assurance, external engagement and regional level advocacy. The seven country projects will be managed directly by national offices, enhancing ownership and accountability. The regional EVAC program remains of strategic importance to East Asia Region, as it is WVI’s only true regional cross-border project as well as directly contributing to the WV's flagship campaign "It Takes A World to end Violence Against Children".
The Regional Program Coordinator will be tasked:
- To provide overall coordination of the EVAC-EA Program, respecting NO ownership and accountability towards donors;
- To guide and support the seven NOs to achieve the common goals and outcome objectives; and national context-specific outputs;
- To position World Vision East Asia through regional advocacy, public relations and communication;
- To represent EVAC-EA in high-level engagement with external partners (Governments, UN agencies, COMMIT, ASEAN, international NGOs) to share evidence and to advocate for legislative and policy development and increased resources for programming;
- To maintain and organize appropriate knowledge management and sharing of best practices;
- To integrate the EVAC-EA regional program with LEAP3 and EVAC Campaign goals;
- To ensure EVAC – EA program is contributing to achieve the global campaign ITAW goals within the scope of the EVAC – EA Program
- To coordinate data aggregation for overall progress reports for external purposes.
Areas of Responsibility:
PROGRAMME AND PROJECTS COORDINATION
- Coordinate the planning, monitoring, reporting and evaluation of the program to achieve the deliverables of EVAC-EA
- Support the EVAC-EA national projects with implementation
- Provide oversight in maintaining a high level of quality of the program’s outcomes
- Support NOs with their submission of project reports to their respective donors
- Produce high level progress reports and briefs for external purposes
- Organize semi-annual EVAC-EA Program Advisory Committee (PAC) meetings
- Organize annual EVAC-EA Program Management Team meetings
- Organize EVAC-EA Program Learning Platform meetings and training programs
- Implement a communications management plan so that there are appropriate information flow and communication of evidence from programming, case studies, and best practice experience, with relevant stakeholders on the program’s progress
- Keep the Regional Director, Advocacy and Justice for Children informed of accomplishments, critical project issues and status
- Brief EASO senior leadership on the progress of the implementation of the EVAC-EA program
STRATEGY AND EXTERNAL RELATIONS
- Ensure EVAC-EA Program is aligned with WV Regional and National Strategy Plans and LEAP3 processes
- Coordinate public engagement with key partners, government and other stakeholders through COMMIT, ASEAN and other regional forums
- Lead active engagement with key stakeholders, including policy makers, government ministries, NGOs and UN agencies to raise the profile of EVAC-East Asia and increase strategic collaboration and partnerships.
- Position World Vision with external agencies to share evidence from programming and to advocate for legislative and policy development and increased resources for best practice programming.
- Support Nos to ensure EVAC EA Program activities are linked with ACWC and COMMIT Plans
- Provide support to the Regional Director Advocacy and Justice for Children in engaging with external agencies.
- Develop briefing papers and opinion pieces for senior leadership and external audiences to promote dialogue and action on changes needed.
- Engage with media as a spokesperson to raise issues emerging from the field evidence.
OPERATIONAL AND TECHNICAL SUPPORT
- Work closely with NOs to provide coordination, support and critical guidance in EVAC-EA national projects’ management and implementation
- Support the application of indicators, measurements, and quality standards for programmatic targets, ensuring NOs have a full understanding of these to facilitate their effective management and implementation of their respective projects
CAPACITY BUILDING AND KNOWLEDGE MANAGEMENT
- Conduct capacity needs assessment, linked to the global campaign It “Takes a World” to end violence against children, to identify specific needs of each NO for capacity building and technical support plan.
- Contribute to the development and implementation of an integrated regional capacity building plan informed by regional advocacy priorities
- Support NOs in development and execution of capacity building activities for specific EVAC-EA project staff. These may include active involvement in training, engagement of technical experts, establishing institutional links, and identifying opportunities for staff exchange or mentoring.
- Lead the process of documenting evidence of promising practices and lessons learned by collecting case studies and effective practices from the field. A standardized tool/template will be developed so that one practice per country is documented annually and shared across the region
- Contribute to the process of continuous learning related to EVAC- East Asia and integration with other lines of ministries and sectors and themes.
- Encourage mutual learning between NOs within EVAC – EA Program implanting National Offices in the East Asia Region.
- Develop and maintain a knowledge management system, which functions as an information storing house, program document filing system, and technical resource database (e.g. Basecamp).
- Oversee research and analysis, where necessary, to improve WV’s knowledge base regarding trafficking and others forms of violence, which feeds into evidence-based advocacy in the EA region.
QUALITY ASSURANCE
- Develop quality benchmarks for the deliverables of the EVAC-East Asia, and lead the process of regular review and process improvement.
- Support the NOs in applying contextualized CP models.
- Support NOs in ensuring adherence to WV policies, protocols and standards related to project implementation.
INTERNAL LIAISON AND COORDINATION
- Brief the Regional Director, Advocacy and Justice for Children to enable him to act as the strategic link of the EVAC- East Asia Programme to senior leadership (NOs, RO, GC).
- Participate and actively contribute in partnership forums, working groups and networks as deemed necessary by regional leadership.
- Facilitate formation and coordination of an annual regional EVAC – East Asia forum that contributes to strategic action and learning.
- Work with relevant regional Departments (Child Protection, DME, A&JC, Communications, Security, Finance) to ensure that the EVAC – East Asia programme is aligned and integrated within the wider ministry of EASO.
GENERAL
- Work closely with peers of IM EASO to enhance mutual learning and support.
- Perform any other tasks assigned by the Regional Director, Advocacy and Justice for Children, East Asia.
Educational Background:
Master’s degree in Social Science. International Relations, Law, Management or any relevant field.
Skills/Experience:
- Technical knowledge in child protection programing, various forms of violence against children including human trafficking and migration issues and key actors and programmes in response.
- Strong interpersonal, collaborative, negotiating, networking and organizational skills.
- Minimum of 3 years of experience in Project Management and advocacy campaigning for an INGO, preferably on Child Protection or Human Trafficking.
- Strong/proven experience in people management in a cross-cultural environment, preferably in East Asia.
