Program Officer - Venezuela Response

World Vision is responding to the crisis in Venezuela by addressing the needs of affected people inside the country, as well as those who have migrated to other countries in the region. This position will support the response’s resource mobilization and management through effective engagement with donors, partnership building, and information management, with a specific focus on response operations in Colombia, Brazil and Venezuela.

Areas of Responsibility: 

Program and Project Design:

  • Support the development and submissions of proposals to donors in line with the response plan strategy. In the case of a multi-country submission, the Program Officer (PO) would lead the process.
  • Provide support in reviewing proposals before submission for quality, consistency, clarity, and strategy alignment.
  • Conduct regional program design workshops during proposal process or at national level when necessary.
  • Coordinate inputs and feedback from various LACR stakeholders in the process.

Donor and Key Stakeholder Engagement:

  • Lead and coordinate program updates within the region and the partnership.
  • Assist Response Director and Programs Manager in representation of WV and in networking with NGOs and local donor delegations.
  • In coordination with the response team, participate in UN led cluster meetings, and other relevant coordination meetings.
  • Coordinate with Support Offices (SOs) and Global Center for proposal and strategy development.

Partner Coordination, Monitoring and Quality Assurance:

  • In coordination with the Programs Manager, monitor and follow up the MoU and contracts with partner implementing agencies in Venezuela.
  • Coordinate monitoring meetings with partners in Venezuela to ensure operations alignment to the response strategic plan and to the project/program outcomes.
  • Provide technical support to partners in project implementation and reporting.
  • Coordinate the project and beneficiary reporting of operations in Venezuela.

Program Management Support:

  • Provide programmatic support to Field Office GAM teams in reporting of information management.
  • Help build the capacity of local program, grant acquisition and DM&E staff in coordination with the partnership resources and stakeholders. Prepare periodic reports on regional grant acquisition and management portfolio.
  • Coordinate and facilitate World Vision participation in regional joint agency assessments, task - force teams, workshops, etc.
  • Monitor program's progress ensuring goals and objectives are achieved and non-financial grant requirements are adhered to.

Quality and Accountability:

  • Ensure reporting and programming meets WV minimum quality standards and supports improvement, reflection and learning (includes RTE and Lessons Learned events).

Information Management:

  • Support IM officer to maintain response IM system.
  • Compile and analyse relevant information to inform programme design, programme management, operational improvement and promote learning.
  • Coordinate the development of the regional response sitreps.
  • Provide information on context and programs for sitreps and other communications.
Educational Background: 
Bachelor Degree in relevant area (Int’l Development, Humanities, Social Work, Business Administration, etc) OR Bachelor's degree with equivalent work experience (4 years).
Skills/Experience: 
  • At least 3 years of previous experience in project design, proposal writing and donor relations for an INGO in a relief and / or development context. At least one year of field - based work in a similar, conflict-prone environment is required.
  • Understanding of the aid architecture (UN systems, Cluster system).
  • Solid experience negotiating with government, bi/multi-lateral Agencies, private donors.(US Government, UN Donors, EU, German Government, Dutch Government, …).
  • Strong Spanish and English skills.
  • Strong writing skills with a focus on clarity, brevity and research.
  • Monitoring and evaluation knowledge.
  • Public speaking and meeting facilitation skills.
  • Technically conversant in either Education, Child Protection, WASH, nutrition, food security and cash-based programming.
  • Excellent knowledge of MS Office, Google platforms.
  • Strong planning and time management skills.
  • Design experience with communication materials.
  • Work collaboratively with team members when assigned to work as part of a team.
  • Ability to work effectively in Spanish and English.

Preferred Skills, Knowledge and Experience:

  • Work experience in international relief and development in various geographical areas, or extensive experience in one area; minimum of 3 years.
  • Direct work experience acquiring and/or managing grants from UN, Private or Government agencies, institutional foundations or major individuals preferred.
  • Proven proposal writing experience leading successful proposal of various sizes and scopes.
  • Program development and management.
  • Nonprofit fundraising and/or donor relations.
  • Experience working in a cross-cultural environment.

Work Environment/Travel:

  • The position requires ability and willingness to travel domestically and internationally up to 30% of the time.
