World Vision (WV) Sudan delivers programmes sponsored by diverse institutional and non-institutional donors. Successful delivery of these programmes is paramount to WV Sudan’s National Office mandate. The purpose of this position is to:

  • Directly oversee a DFID funded US$ 4.5M (approx.) Food Security and Livelihoods (FSL) SHARP/Taadoud project in South Darfur over the next three years.
  • Proactively support the design of new FSL project concept notes and proposals that are responsive to identified needs in WV Sudan operational areas.
  • Provide technical advice to improve programming quality on other FSL projects in South Darfur and other operational areas of WV Sudan.

This position will be based in Nyala, South Darfur (70 per cent) with travel to other locations (30 per cent).

Areas of Responsibility: 

Establish, implement and report on FSL Projects:

  • Set-up DFID funded SHARP/Taadoud project as per the design detailed in proposal documentation (narrative, log frame, budget, PMP) and the contract with the funder/s in close collaboration with implementing partners, relevant government line ministries and other stakeholders.
  • Be directly accountable and responsible for quality delivery of DFID Funded SHARP/Taadoud and other FSL projects of WV Sudan in South Darfur and other operational areas ensuring quality assurance in conformity with World Vision’s technical approaches, models and project management standards. This includes development of Standard Operating Procedures (SOPs) and technical approaches to ensure standardisation of approaches and models in delivery.
  • In collaboration with other departments such as M&E and Finance, develop project performance tracking tools (work plans, PMPs, expenditure plans, procurement plans etc) and oversee the utilisation of these tracking tools to ensure effective and efficient delivery of FSL projects.
  • Provide timely scheduled and ad hoc reporting on implementation progress to donors, WV Sudan Senior Leadership Team (SLT) and other stakeholders including HAC and government line ministries.
  • Lead continual development and embedding of learning culture throughout the organisation; ensuring lessons learnt are proactively used in the designing of new projects and iteratively used to influence implementation of ongoing projects.
  • Participate in FSL coordination meetings and cluster forums, representation and partnership initiatives including contributing to the FSL cluster.

Contribute to programme development and quality assurance across all FSL Projects:

  • Provide technical advice on other FSL projects in other locations where WV Sudan operates.
  • Develop a FSL strategy for WV Sudan that is aligned to WV Sudan and WV International mission, vision and Strategies.
  • Initiate and manage needs assessment and surveys aimed at determining existing FSL needs or evaluating the impact of ongoing FSL interventions.
  • Work closely with Programme Development and Quality Assurance Department to build and sustain WV Sudan’s FSL portfolio.

Management and other Responsibilities:

  • Identify vacancies and support P+C to fill the vacancies ensuring adequate resourcing for each position before advertising it (this entails developing and reviewing role profiles / job descriptions, reviewing and aligning payroll bands, advertising vacant positions, managing the interviewing processes, making appointments, overseeing orientation and probation periods).
  • Develop Performance Agreements (PAs) with clear and measurable Key Performance Measures (KPMs) and regularly review staff performance in line with WV Sudan policies and agreed upon weekly / monthly work plans.
  • Oversee FSL staff retention and capacity development.
  • Ensure adequate allocation of funds for remuneration of FSL staff and Sector Officers’ salaries in new proposals.
  • Review FSL staffing structure for each location to improve performance, accountability and delivery.
  • Manage staff exit processes in a way that reduces liability on WV Sudan.
Educational Background: 
At least a Bachelor’s degree in Agriculture, Animal Husbandry, rural development or a related field from accredited university.
Skills/Experience: 
  • At least six (6) years progressive experience in managing large, multi-year programmes.
  • Hands on experience in developing programme performance tracking tools.
  • Experience in managing FSL projects funded by the major institutional donors such as DFID, EC, USAID / OFDA and others.
  • Proposal and report writing experience.
  • Management experience.
  • Experience working in a cross-cultural environment.
  • Willingness to live and travel in harsh conditions.
  • Expert level understanding of MS Excel, MS Word and other Microsoft applications.
  • People management training and understanding principles of ‘People in Aid’.
  • Fluency in English language.

Preferred:

  • Masters’ degree in Value Chain Management, Veterinary Sciences, Food Production or a related field from accredited university.
  • Experience in designing and conducting programme assessments and evaluations.
  • Knowledge and awareness of Sudan or a similar fragile context.
  • Professional training in project management.
  • Working knowledge of Arabic.
  • Training and experience in the protection sector, particularly of children in conflict environments is highly desirable.

Working Environment/Travel:

  • Field based (over 80 per cent).
