The primary responsibility of this individual’s role is to lead World Vision Mauritania efforts to successfully diversify its funding sources. The successful candidate will contribute to information management and collection relative to new and existing opportunities, grant writing and revising and reviewing documents, and managing grant project managers. In particular, the candidate will have an important role to play in networking, establishing and maintaining partnerships with potential and current donors and partners.

Working under the administrative supervision of the Country Program Manager and technical supervision of the RAM Director, this individual will have the opportunity to support the design, start up, monitoring, evaluation and close up of grant throughout their tenure with World Vision. The individual must possess the ability to manage time and work in an environment with multiple expectations and to function as team member and contributing leader.

Areas of Responsibility: 
  • Lead in consultation and close coordination with the Country Program Manager and the HEA manager the continuous identification of sustainable funding opportunities and donor landscaping.
  • Lead, in close coordination with the Country Program Manager, the continuous pre-positioning and building networks with potential donors and partners as well as maintaining networks with current donors and partners.
  • Lead proposal development and project design for projects with a budget under $100 000 and support the RAM Director with proposal development and project design for projects with a budget over $100 000: proposal writing, review of documents and packaging – all the time ensuring alignment to WV’s Child Well-Being targets and the WV Mauritania National Strategy
  • Manage grant project managers and support grant oversight across operational areas of World Vision Mauritania by:
  • Following closely programmatic compliance (successful delivery of project outcomes and deliverables)
  • Supporting narrative and evaluation report writing, revision and submission
  • Monitoring, in collaboration with NO Grant Finance Manager, financial performances (Burn Rate Analysis and Financial Compliance- Audit Support) .
  • Coordinate the participation and collaboration of technical specialists and other members of the Resource Acquisition and Management hub in the identification of funding opportunities, networking and proposal development.
  • Contribute to organizational and program effectiveness and the CWB report through shared learning and innovative practices from grant implementation insights and achievements.
  • Keep up to date the NO resources acquisition and management strategy to ensure its effective contribution to NO strategic objectives achievement.
  • Ensure relationship development and networking with WV Support Office grant staff and WARO RAM Hub staff.
  • Other Competencies/Attributes:
Educational Background: 
Must have a Master’s Degree (Bac+4).
Skills/Experience: 
  • Financial and program management skills
  • Networking and interpersonal skills
  • Ability to adapt, innovate and work with minimal supervision.

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Must have a minimum of 3+ years’ professional experience in programming (designing, implementing, evaluating and monitoring)
  • Proposal and report writing experience; with a traceable win rate for donor funding
  • Knowledge of bilateral, multilateral and foundation donors
  • Ability to engage at a strategic level and build core relationships with bilateral and multilateral donors and INGOs
  • Representation and networking skills
  • Strong analytical training and data analysis capacity, familiar with Microsoft Office environment
  • Strong organizational, planning, management and supervision skills, with a proven track record of managing a team
  • Skilled at developing and managing training materials and learning resources
  • Knowledge of child rights, community development programs/projects cycle management
  • Must be a creative individual with strong sense of vision, discipline and rigor, planning and organization.
  • Excellent written and oral communication skills (written and oral skills in French is essential- English is an asset)
  • Ability to build trust, relationships and work productively with highly creative people across sectors and cultures.
  • Ability to work under pressure and within tight schedules.
  • Strong desire to build coordination, presentation, facilitation and networking skills

Working Environment / Conditions:

  • Work environment: Office with extensive travel.
  • Travel: 30 % domestic/international travel is required.
  • On call: 10%
