To provide administrative leadership of the NBEG State. Supervise DFAT FSL activities at state level and technical support in C/FFA projects under the BRACE II and WFP programme in North Bahr Ghazal State. To represent WV SS at state level in coordination meetings as well as stakeholder engagements.

Areas of Responsibility: 
  • As the Programme Manager, provides administrative management for the implementation of all World Vision South Sudan Programs in the assigned state in accordance with the overall World Vision South Sudan country policies, procedures and donor guidelines. Coordinate all operational activities for various sectors in the state as well as with other support department.
  • Responsible for the administration of the region in liaison with Finance & Support Services for smooth running of projects in the State.
  • Ensuring that vehicles & equipment as well as supplies for all the projects for timely and effective programme implementation.
  • Support the supply-chain/ logistic officer to deliver appropriate services to the field teams for timely delivery of services to the community.
  • Help maintain accountability to assets according to World Vision procurement and financial control standards in the region.
  • Manage public relations for WVSS within the operational area, including handling visitors and media personnel – their upkeep , lining up appointments and providing orientation to projects.
  • Develop partnership relationships with local organizations and communities to assess the effectiveness of current projects and to identify possibilities for new projects and funding in the assigned State.
  • Conduct assessments in the State that will help in project design for future funding. Work with the Zonal Programme Manager to develop annual / quarterly / monthly operating plans and participate in the formulation of management plans.
  • Provide technical and operations support to the C/FFA projects being implemented under the BRACE II Programme.
  • Come up with standard operational procedures for CFA to be used by consortium members for standardized implementation of CFA across the consortium.
  • In coordination with consortium members provide technical guidance to C/FFA projects from design stage through implementation and close out of the projects.
  • Lead the CFA technical team overseeing technical meetings, visiting project sites , assisting with technical designs for selected assets , coming up with work norms as well as overseeing approval of the selected projects.
  • Provide technical oversite of the FSL activities for the DFAT project in the state.
  • Direct and oversee the implementation of the FSL projects, ensuring that the projects deliverables are achieved.
  • Coordinate with staff in proper planning of project activities, implementation, ensuring adherence to sector specific technical standards, best practices and donor guidelines.
  • Ensure effective liaison with government line ministries at state level, local communities, donor representatives and other stakeholders.
  • Remotely provide technical support for DFAT FSL activities being implemented by partner organization in Koch, Unity state.
  • Manage personnel in the state in liaison with the P&C Manager making sure that all key positions in the projects are filled and new staff members are well oriented into the organization.
  • Participate in the recruitment, selection and development, mentoring of staff for the assigned State.
  • Facilitate psychological support for staff in the assigned state with Zonal People & Culture Coordinator.
Educational Background: 
University degree or qualification in Agriculture engineering, food security or other related field.
Skills/Experience: 
  • 3-5 years proven experience in emergency programmes or social development with at least 2 years of that experience in and F/CFA programming a must.
  • Must have the skills in design of simple structures and assets.
  • Strong project management background is required.
  • Strong coordination skills and working with/in consortiums an added advantage.
  • Experience in working with clusters and working groups/community of practice an added advantage.
  • Strong experience in managing staff, partners and facilitating capacity building.
  • Excellent English communication skills (oral and written).
  • Knowledge of Arabic communication skills an added advantage.
  • Ability to travel in country to all states and across the border for training, assessment, regular monitoring and evaluation a must.
  • A high level of diplomacy and networking skills is required.
  • Strong capacity building and facilitation skills.
  • Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina.
  • Ability to manage work life without supervision.
  • Ability to work in and contribute to team building environment.
  • Ability to maintain performance expectations in psychologically stressful environments and physical hardship conditions with limited resources.
  • Able to use a computer, with word-processing and spreadsheets, (e.g. Microsoft Office).
