The MEER Director of Advocacy and Policy will:
- Lead the It Takes a World to End Violence against Children (ITAW) campaign strategy and implementation efforts in the MEER region, working directly with Field Office (FO) and global staff to ensure impact, alignment, compliance and “all of Partnership” support. Particular emphasis will be placed on implementing the campaign in MEER priority countries, including fragile and humanitarian contexts
- Develop strategic initiatives, policy analysis, messaging and recommendations to advance MEER’s influence and engagement in internal and external for a ; and
- Represent MEER in WVs global policy and advocacy community to help alignment with global strategies and harness opportunities to achieve regional objectives.
- Coordinate and Lead MEER’s external engagement on regional issues to provide support to senior leadership with compelling and technically excellent high level external engagement and representation
- Strategically guide the direction of advocacy in MEER, offering consultation on staff, capacity, resources and standards to Regional Office (RO) and Field Office (FO) leadership, deploy to establish and support humanitarian responses in the region and lead MEER representation in global advocacy response coordination.
Areas of Responsibility:
Lead ITAW campaign strategy and implementation
- Understand challenges and find solutions for FOs to strengthen actions and objectives that address violence against children.
- Strengthen coordination and communication between FO and global campaigns staff to build alignment and compliance to achieve the “All of Partnership” campaign.
- Ensure FOs have developed quality campaigns – provide guidance to ensure this.
- Leverage FO ITAW research and actions into regional and global policy change, advocacy and positioning.
Develop policy and advocacy strategic initiatives, analysis and other products to advance MEERs influence and impact
- In coordination with Grants Acquisition Management, Humanitarian Emergency Affairs, Communications, RO leadership identify, prioritise and champion key policy and advocacy initiatives for the MEER context
- Develop a calendar of key advocacy moments and opportunities and mobilise stakeholders to drive the MEER advocacy agenda
- Maintain up to date information on FO, RO, Support Office (SO) and peer NGO advocacy priorities.
- Lead the development of appropriate policy and advocacy messages for MEER at global, regional and field level.
- Develop and execute a strategic research and analysis agenda on emerging issues and MEERs metanarrative that will enhance child wellbeing.
- Influence RO Grant acquisition and Management function (GAM) and field offices to ensure that Advocacy is embedded and resourced in key grants
Represent MEER in WV’s global policy and advocacy community
- Influence global policy and advocacy work to ensure inclusion of MEER’s metanarrative, key issues and initiatives
- Develop and nurture an internal network of advocates for MEER’s priorities
- Influence key SOs to prioritise MEER policy and advocacy agenda in their work.
- Represent MEER in internal policy and advocacy meetings and fora at global and regional levels. (includes SOs)
- Lead MEER representation in global advocacy response coordination (Advocacy Response Group) and support FOs to do so in line with Partnership Disaster Management Standards
Coordinate and lead MEER’s external engagement on advocacy issues
- Influence National Directors (ND), Senior Director of Operations, Regional Leader to pursue a child focussed humanitarian advocacy agenda that is aligned with global advocacy strategies and positioning
- Support RO leadership in high level representation to donor and host governments, senior UN agencies and other key stakeholders.
- Represent MEER in regional and global fora as necessary to achieve MEER advocacy goals.
- Build a strong network of bilateral strategic relationships within the humanitarian community and civil society to influence external actors such as donors, UN agencies, and government ministries
Support Capacity building of RO and FO staff
- Influence FO leadership to establish and nurture policy and advocacy functions in each FO.
- Build internal capability to establish WV as a regional and field level thought leader on key policy and advocacy themes.
- Build knowledge and practice of local level advocacy in fragile contexts and transitioning economies.
- Inform regional leadership on the evolution of global, regional and national on priority policy and advocacy issues. (Displacement, child rights, protection, humanitarian space etc.)
- Deploy or ensure capacity available for deployments to establish and support humanitarian responses advocacy capacity for CAT III responses
Staff Management
- Manage Child Protection Advisor in accordance with JDs, performance agreements and the 2030 Strategy (as well as integration with ITAW and other ministry functions to leverage technical capacity for grants, programming and positioning.
Educational Background:
Master’s degree (or higher) in Law, International Relations, Politics, or a related field.
Skills/Experience:
- A minimum of seven or more years of experience in advocacy, with demonstrable success in achieving policy change in humanitarian and/or development contexts
- Experience in advocacy project management and mapping of priority issues, donor priorities, policy recommendations
- Demonstrated performance in helping a large complex organisation to apply priorities in a complex and fluid environment.
- Experience representing an organisation and engaging with regional inter-governmental bodies (including the EU), UN and it’s agencies and national governments;
- An understanding and experience in the practical application of humanitarian, human rights and refugee law, and other legal frameworks that affect social, economic, political and civil rights, particularly in situations of forced displacement, violence and conflict;
- Excellent writing, speaking and other communication skills;
- Strong influencing skills and ability to work as part of a virtual team to build coalitions in a complex matrix organisation.
