The Program Manager will work with the LINKAGES team and provide support for program management, sub-contracting, documentation and reporting functions. S/he will support in executing the annual work plan by helping the with development and modification of sub-contracts with agencies and consultant/s hiring as needed. S/he will extend support to the project team in keeping a track of deliverable and reports due from sub-grantees; review of financial and progress reports sent by state teams and ensuring timely processing of these reports. S/he will coordinate with LINKAGES headquarters to ensure that all sub-contractual packages meet all USG compliance. S/he will support the project team in documentation of project progress and good practices for meetings and conferences; printing and publications; and ensure quality in written documents and publications produced under the project. The Program Manager will need to support the Project Director, and Director – Programs and Operations to ensure smooth close-out of all sub-contracts and contractual deliverable, including help with maintaining a central repository of the same on shared drive.

Areas of Responsibility: 
  • Support the Project Director and Director - Programs and Operations in developing the annual work plan and other deliverable that are contractually binding on FHI 360;  
  • Work closely with the FHI 360 Country Office Shared Services and Program Management Unit (PMU) in procuring services of external agencies and / or consultants as necessary for the project;
  • Work with local NGOs, vendors and / or consultants to define scopes of work / terms of reference and budgets for executing sub-contracts or modifications with regards to HIV prevention, care and treatment services for key population and their children;
  • Ensure monitoring of sub-partner scope of work and budget spends, oversee implementation, ensure quality of program delivery / deliverable, ensure timely and accurate reporting and fund flow management; 
  • Support the technical and program teams in operational roll-out and oversight of innovations;
  • Provide support to the project team in agency / consultant selection by conducting organizational assessments, preparing request for proposals / sub-contracts / terms of reference, monitoring deliverable and timely payments / fund flow;
  • Support the project team in design, implementation and monitoring of sub-contracts including tracking deliverable, maintaining a central repository of all deliverable;
  • Support the Project Director and Director – Programs and Operations in representing the project in important meetings and other external platforms;
  • Participate in internal and external meetings, provide support in preparing minutes and follow-up of all key decisions and agreed timelines;
  • Support in preparing monthly/quarterly/semi-annual and annual reports for the donor and government as per need; and
  • Support the Project Director in the close-out of the project as per donor/FHI 360 guidelines / requirements.
Educational Background: 
Masters level degree in Social Work, Sociology, Rural Development or related field or equivalent.
Skills/Experience: 
  • At least 8-10 years of demonstrated experience in project design and program management on HIV prevention, care, and treatment, preferably with key population and/ or orphans and vulnerable children (OVC)
  • Basic data analysis and interpretation abilities, and ability to liaise and negotiate with vendors and local NGOs working in the field of HIV/AIDS, key populations and OVC
  • Excellent documentation and report writing skills
