The Program Manager - Yes4Me will lead efforts to enhance the delivery, uptake and monitoring of HIV services among at-risk populations using a range of information, communication, technology (ICT) solutions. The position will be based in FHI 360 India Country Office in New Delhi and will report to the Technical Director – LINKAGES India. The person will be guided by the “Going Online” team of FHI 360 Headquarters, who are supporting the implementation of online interventions in several other LINKAGES countries.

The primary responsibilities of this position will be to oversee and support the roll-out of the below “Going Online” program components:

  • Identify and Plan: design and implement: 1) social listening approaches to better understand online audiences at-risk, 2) virtual mapping approaches to know where to find online populations at-risk, and 3) online population size estimation approaches to help programs to better understand the potential size of the online population that are relevant to HIV services. 
  • Reach and Link: adaptation and implementation of three outreach approaches for key populations including 1) online ads, 2) online outreach workers and peer-based outreach, and 3) engagement of social media influencers (online celebrities) for service promotions and behavior change. These outreach methods will also entail developing models and systems for linking populations at-risk who are reached online to uptake offline HIV services and monitoring that linkage.
  • Engage and Support: design and support the country-level implementation of methods to support linkage to treatment for newly diagnosed people living with HIV (PLHIV) and known positives and for the provision of medical counseling and continuous prevention services through online and virtual platforms.
  • Assess and Improve: guide and support country programs on monitoring online outreach activities, reporting outcomes, and continuously reviewing data for rapid quality improvement, including by collecting and analyzing patient and client satisfaction with HIV outreach and clinical services.

This is a management and coordination role requiring expertise in managing and overseeing teams, establishing and managing local partnerships; and external representation of the learnings and successes of the intervention including donor representation. Past experience in key population HIV programs and experience using social media and online marketing approaches, is an added advantage. The applicant’s creative use of online and virtual platforms for key population HIV program outcomes will greatly benefit them in this role. Developer and information technology (IT) and skills are not required.

Areas of Responsibility: 
  • Overall responsible for coordinating the implementation of the Yes4me intervention in the intervention (3 nos); and scale-up (8 nos) cities.
  • Lead on the recruitment of outreach teams for the scale-up cities.
  • Mentor and supervise the online outreach teams (approximately 30 persons) based in Delhi and Mumbai to ensure that all interactions with clients – both online and offline, follow defined standard operating protocols and quality standards.
  • Identify staff training needs and coordinate implementation of trainings with support from LINKAGES Headquarters team to strengthen staff capacities.
  • Coordinate and operationalize referral network with private laboratories to offer HIV testing services to clients at subsidized rates.
  • Oversee the reporting from private laboratories in the intervention and scale-up cities.
  • Coordinate with the creative agency on the updation of creative content of posts and online ads to drive the demand for HIV services.  
  • Organise and oversee the operational roll-out of advocacy and networking meetings with social media influencers to drive the demand for HIV services through the Yes4Me platform.   
  • Analyse data from Yes4Me portal routinely to assess performance and recommend corrective actions to the online outreach teams based in Mumbai and Delhi.
  • Collate monthly reports from Yes4Me portal for monthly and quarterly reporting to the donor and government as required.
  • Represent Yes4Me progress, learnings and challenges in meetings with stakeholders along with other staff members of the LINKAGES India team.
  • Support documentation of knowledge management products, including technical briefs/manuscripts/ process documentation/updates and reports for dissemination with external stakeholders. 
Educational Background: 
Master’s degree in social sciences with a minimum of 8-10 years of experience in the development sector.
Skills/Experience: 
  • Minimum 5 years of experience in the HIV sector with in depth knowledge of the HIV prevention programs.
  • Candidate must be well versed with operations of social media platforms and dating apps.
  • Experience of working with private laboratories, private providers, creative media agencies and/or international donors will be preferred.
  • Candidate should have the ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
  • Proficient writing and verbal communication skills.
  • Must be able to read, write and speak fluent English; being fluent in at least 2 other Indian languages will be an added advantage.
  • Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
  • Willingness to travel for 30% of the time.
Compensation/Benefits: 

Compensation levels at FHI 360 are equivalent to market rates within the development sector. However, offers shall be based on salary history, relevant experience and qualifications. Selected candidates will be required to join immediately. Only short listed candidates will be notified.
