The Finance and Grants Officer is a member of Regional Country Finance Support team in Bangkok office. The Finance and Grants Officer duties are to make sure that subaward management in Asia country offices is compliant with FHI 360 policies & procedures, and donor’s regulations, Moreover, Finance and Grants Officer will provide technical support to finance staff in Asia country offices to be able to  conduct pre-award assessment, to review financial information of subaward package, the subaward financial reports and documentation, as well as build capacity and provide recommendations to Implementing Agency (IA) for improvement.

Areas of Responsibility: 

Work closely with country office finance to make sure the below tasks have been performed:

  • Conduct/Review the pre-award assessment (PAT). PAT is a standard financial assessment conducted to get a better sense of our partners’ financial management, accounting, procurement, property and commodities management systems is what FHI 360 conducts with all of its partners before issuing any subaward and disbursing finding. (If required)
  • Review all grants and subaward proposal budgets and budget narrative to ensure accuracy, compliant with FHI 360 policies and procedures, and donor’s regulation.
  • Conduct thorough reviews and ensure timely and accurate submission of all IA’s Monthly Financial Report (MFR) and reconciliation in accordance with sub-grant agreement. Financial reports should be reviewed in conjunction with programmatic objectives/reports to ensure consistency.
  • Liaise with IAs to ensure completeness, correctness and accuracy of financial reports.
  • Flag any compliance issues, major budget fluctuations, significant under/overspending with Finance Manager as quickly as possible to ensure timely risk mitigation
  • Prepare and Update subaward tracker (as required)
  • Maintain an accurate database of Subaward Tracking System (SAT)
  • Conduct internal audit and pre-award audits to IAs and review pre-award audits to centralized country offices.
  • Recommend modifications to the Implementing Agency agreement or monitoring plan to mitigate financial and compliance risks
  • Provide accounting assistance, including orientation, and oversight as needed for IAs which have sub-awards with FHI 360
  • Assist in IA close-outs process ensuring all requirements have been met and that IA funds have been settled
  • Assist the process in developing and maintaining comprehensive guideline to managing IA and improve IA capacity
  • Performs other related duties as assigned
Educational Background: 
Bachelor’s degree required. Related program of study such as finance, accounting, economics or business strongly preferred.
Skills/Experience: 
  • Knowledge of generally accepted accounting, budgeting and fiscal control theory and practices.
  • Budget monitoring and general ledger skills.
  • Relevant software skills to include automated accounting software, database spreadsheets and Management Information Systems.
  • Follow-up request in an efficient manner
  • Report to supervisor on variance and status on regular basis
  • Handle financial and quantitative information with accuracy and precision; resourceful in gathering, verifying and analyzing financial data.
  •  Ability to handle multiple tasks and demanding schedules to deliver high quality results on time
  • Flexible approach to working hours and the ability to work under pressure
  • Ability to work in, and contribute, to team building environment.

TYPE AND NATURE OF CONTACTS:

  • Interact with others and resolve problem situations with tact, external contacts.

This position is based in India and work with regional office in Bangkok and HQ in the US. Ability to travel (domestically and internationally) as needed up to a 20%, including weekend.

  • Proven grants and financial management experience in an international or non-governmental organization (1+ years) in a multi-funder environment required.
  • Experience in managing substantial (>USD 750,000) US Government grants and/or contracts required; additional experience of European Governments, UN and/or other bilateral/multilateral grants preferred.
  • Experience must reflect knowledge, skills, and abilities listed above.
