Located in New Delhi, India, the Country Lead, Family Planning Policy will report into India Country Lead – Policy and Strategic Partnerships

The focus of the India Family Planning (FP) strategy is to expand method choice for birth spacing with a focus on 15-24-year-old women through the public and private sectors aimed at accelerating progress towards the country’s FP2020 goals. The strategy supports the national government to introduce and scale up innovative approaches that increase supply and demand for spacing methods, with a focus on priority states of Bihar and Uttar Pradesh.

The position of Country Lead, Family Planning Policy, India will have a significant role in developing strategy and setting direction for the foundation’s family planning policy goals in India.  The primary objective will be to enhance the effectiveness of the foundation's policy efforts  its family planning goals by developing an integrated approach to engaging key actors in government and other stakeholders (private sector, developmental agencies), including the foundation’s policy and advocacy grantees in India, to advance the foundation’s support for the Government of India’s objectives towards family planning.  The position will primarily focus at national level, with a specific focus in select states including UP and Bihar.

Areas of Responsibility: 
  • Identification of policy responses for  improving access to quality family planning and reproductive health services for women and girls.
  • Understanding of financing and budgeting for family planning services, and engaging appropriate stakeholders to ensure adequate availability and utilization of financial resources.
  • Designing and implementing innovative and impactful approaches to the  delivery of family planning/reproductive health services, through the public and private sectors.
  • Use of data and evidence to inform policy direction
  • Engaging government, private sector, civil society, academics and donors to develop and sustain strategic partnerships.
  • Development and management of grants to partners aimed at meeting family planning goals.
  • Tracking legislative and other policy initiatives and strategies regarding specific issues related to family planning/reproductive health.
Educational Background: 
An advanced degree in public policy,  development or a relevant field.
Skills/Experience: 
  • Knowledge of the family planning context in India; and familiarity with related areas of health systems, policy and financing; gender and rights; and socio-economic determinants of health.
  • Strong, multi-disciplinary, multi-sectoral strategic planning and management skills.
  • Strong understanding of  policy analysis, advocacy, and strategic communications for advancing programmatic goals.
  • Demonstrated ability to work in a highly matrixed and diverse work environment, and also effectively engage diverse external stakeholders.

Qualifications

  • Good understanding of the public health space, and knowledge of the family planning ecosystem.
  • Good understanding of the intersection of gender and social determinants with women’s health
  • 15+ years of experience in relevant field.
  • Experience working in a matrix environment preferred
