The Coordinator of Fiscal & Operations is responsible for supporting the implementation of the program’s fiscal policies to include organizing, coordinating, record keeping, reporting and monitoring. The Coordinator is required to provide leadership and guidance in areas of fiscal procedures and accountability of financial resources, while complying with all applicable standards including Head Start standards and regulations and Save the Children-Head Start policies and procedures.

As a front line representative of Save the Children, the Coordinator is required to ensure the safety and security of children and families that this role comes in contact with, adhering to the agency’s values of Accountability, Ambition, Collaboration, Creativity and Integrity.

Areas of Responsibility: 

In-Kind Coordination (30%)

  • Review all local non-federal share documentation for accuracy
  • Ensure compliance with Head Start regulations and Save the Children policies on non-federal share
  • Communicate with staff and donors as needed to correct non-federal share documentation
  • Organize local non-federal share documentation to be reported to National Finance team on a monthly basis

Procurement and Invoicing (30%)

  • Code and submit invoices to Accounts Payable
  • Provide guidance to local staff during the implementation of purchasing system, including guidance on ordering, receiving and payment of invoices
  • Be the point of contact for local vendors – work with service, supply and equipment vendors for bids, quotes, and invoices as needed per Save the Children US (SCUS) policies and bidding thresholds
  • Review Davis Bacon paperwork from vendors and work with vendors for corrections as needed
  • Responsible for submitting purchase orders through the purchase order system in compliance with the SCUS Procurement Policy
  • Work with program staff to draft detailed specifications for goods and services as needed
  • Stay abreast of financial and administrative policies and procedures to include inventory control, non-federal share, risk management and procurement oversight

Expense and Coding Support (20%)

  • Provide guidance to local staff on coding and allocations as needed
  • Monitor and track grant expenditures on an ongoing basis
  • Reconcile the Program’s credit card monthly
  • Be the point of contact for local staff with questions about submitting an advance or expense reimbursement through the Agresso accounting software

 Budget Holder and Management Support (20%)

  • Consult with management staff on budget and budget narrative preparation, including modifications
  • Support the Finance Manager in developing and monitoring the Program’s annual grant budget
  • Attend meetings/trainings as needed or directed by the Program Director
  • Prepare fiscal reports for the Program Director as requested
  • Support the Program Director on fiscal presentations for Policy Council meetings
  • Review and analyze monthly financial reports
Educational Background: 
Minimum High School Diploma or equivalent.
Skills/Experience: 
  • A minimum of 2-3 years of relevant experience in a financial administration capacity.
  • Strong working knowledge of Microsoft Excel.
  • General knowledge of budgeting, financial reporting, and purchasing systems management.
  • Ability to work effectively in a team environment, managing multiple tasks.
  • Ability to exercise professional judgement and situational evaluations.

Preferred Qualifications

  • Associates degree in business, accounting or other related field.
  • Knowledge of facilities, transportation, technology and food service management.
  • Ability to perform medium to heavy physical work exerting up to 50 pounds of force occasionally, up to 20 pounds frequently and up to 5-10 pounds constantly, performing such activities as sitting, crawling, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping. This also includes some duties that require repetitive action and motion skills, keyboarding and computer use.
