FHI 360 is currently seeking to fill Technical Officer I – Monitoring, Evaluation and learning position for the USAID-funded Afya Uzazi Nakuru/Baringo Program. The project aims to provide technical assistance and support to scale up evidence-based maternal, newborn, and child health interventions; family planning and reproductive health services; and nutrition activities in focus geographical areas.
The Technical Officer I – Monitoring, Evaluation and learning will be responsible for supporting the ministry of health staff and project personnel to record and report high quality data and provide mentorship in the use of data for decision making. S/he will work directly with the M&E Officer; Technical Officer, Data and Management Information Systems and Technical Officer, Learning and Knowledge Management who will provide directions and guidance. S/he will report to Senior Technical Officer, Monitoring Evaluation and Learning.
ENSURING HIGH-QUALITY DATA
- Liaise with sub-county health records and information officers to ensure consistent supply of data collection tools for program activities and other M&E resources as required.
- Work with facility staff and sub-county HROs to ensure timely entry of HMIS data
- Work with the TO Data and Management Information Systems to ensure timely entry of data into project custom data bases
- Support health facilities to conduct regular data quality verification/RDQA using standard operating procedures, resolve discrepant or missing data and provide regular feedback on progress with data quality to health care workers – both at community and facility level
- Provide community and facility health care workers with mentorship
- Support in planning and implementation of Data Quality Assessments
ENSURING USE OF DATA FOR DECISION MAKING
- Work with facilities/community units to identify benchmarks/targets for performance
- Provide mentorship to facilities in interpreting and using performance monitoring charts
- Support in planning and conducting sub county performance/data review sessions
- Contribute to writing of progress reports
- Perform data mining and basic analysis as maybe required and provide support to project staff on the same
CONTRIBUTE TO THE PROJECT LEARNING AGENDA
- Participate in operations research activities such as survey data collection, supervision or quality assurance
- Contribute to development of knowledge products such as data bulletins, abstracts, best practices papers, success stories
- In-depth understanding of GOK and USAID reporting requirements on family planning and reproductive health, child health and nutrition services.
- Understanding of the importance of quality and timely data.
- Experience in data entry.
- Possess a keen eye for detail.
- Good writing skills
- Ability to work under pressure and adhere to strict deadlines.
- Ability to work independently with minimum supervision.
- Demonstrated team player who is able to work well with others and to develop and maintain relationships among project staff and with implementing partners.
- Good communication and interpersonal skills.
- Good planning and high-level organizational skills.
- 5-7 years’ experience or Degree with 3-5 years’ experience or Master’s with 1-3 years’ experience in data management work.
- Computer proficiency in word processing, in MS Office Suite, Epi Info and familiarity with SPSS preferred.
- Knowledge of KHIS is essential
- Working knowledge of JPHES a plus
