The Senior Technical Officer Key Populations and Gender-Based Violence provides leadership in the design and implementation of activities related to key populations and gender-based violence. S/he is a key member of the HSDSA team working to improve services for KP across supported counties. S/he will work closely with NASCOP, County TWG and other local implementing partners representing KP to ensure that services are provided with respect and dignity for this marginalized and often stigmatized population. S/he will collect, compile, and analyze information relevant to KP and GBV to inform programming and decision making. She will liaise with other stakeholders outside health such as law enforcement officers and legal officers to provide holistic services for the KP and GBV population. Provides administrative and project support, in addition to communication efforts related to program management and execution. Ensures compliance with internal and external regulations. Monitors budget for programs and develops monitoring system for reviewing project status. Ensures completion of program while adhering to budget, scope, and schedule requirements. Develops/Reviews work plans, prepares presentations, and supports other related program objectives and deliverables

Areas of Responsibility: 
  • Provide technical leadership in developing strategies and interventions to improve the quality and responsiveness of HIV prevention programming and service delivery for KP/PP.
  • Provide technical assistance and mentorship to other project team members and facilitate technical capacity assessments in efficacious, evidence-based HIV prevention for key populations.
  • Identify and map different categories of KPs in the targeted geographic areas in the county and work with STOs/TOs to set-up integrated DICEs as guided by annual plans and the donor.
  • Provide comprehensive community-based HIV prevention services through Peer education and outreach for behavioral HIV prevention among KPs.
  • Provide prevention package of services at facility and community level for HIV negative KPs.
  • Provide information and training on the use and promotion of male/female condoms and lubricants (demonstration, skills building in negotiating condoms with sex partners, and ensure easy access to uninterrupted supply of condoms and lubricants).
  • Expand and improve testing services for Key Populations using targeted outreach strategies as per the national guidelines
  • Implement Test and Treat model as per the national KP guidelines
  • Support early enrollment into Anti-Retroviral Treatment (ART) for KPs and monitor viral load (VL) suppression in the established cohorts in collaboration with health facilities (Support initiation and retention of KPs on ART under the new National guidelines of Treatment as Prevention (TasP)).
  • Provide and facilitate access to Post Exposure Prophylaxis (PEP) and Pre-Exposure Prophylaxis (PrEP) to KPs in need in all health facilities.
  • Provide comprehensive positive health dignity and prevention (PHDP) interventions for KPs.
  • Develop a system to link and track KPs enrolled in care and treatment program (i.e. unique identifiers, document mobility trends of KP's work location, etc.)
  • Establish routine monitoring and surveillance system in KPs to demonstrate program effectiveness and inform program improvement over time.
  • Provide other identified evidence-based prevention intervention (sister-to-sister, RESPECT SHUGA and EBAN) for KPs as appropriate.
  • Facilitate problem-solving and action planning within the project to address critical challenges and barriers to improving HIV prevention programming and service delivery to key populations.
  • Prepare all required reports related to Key Population activities, including periodic progress reports, and donor reports, as appropriate.
  • Participate and represent HSDSA project in national, regional and county prevention technical working groups
  • Maintain collaboration with donor and other organizations engaged in HIV/AIDS prevention for key population
  • Any other duties assigned
Educational Background: 
MA in social studies/Community Health or MPH with 5-7 years of relevant experience
or Degree in social sciences /Public health/from a recognized University with 7-9years' experience in providing technical leadership in HIV Prevention at national or regional level.
Skills/Experience: 
  • At last 5 years’ experience in HIV programs targeting identification, linkage and HIV care, treatment and support services and GBV for KP/PP.
  • Experience in implementation of assisted partner notification HTS (aPNS) for KP/PP
  • HIV/AIDS related trainings; specifically in HIV prevention and evidence informed behaviour change communication for KP/PP
  • GBV training and experience working with the legal, law enforcement and community gate keepers to protect the rights of KP/PP and other vulnerable populations
  • Familiar with and experience working with Government bodies particularly NASCOP, NACC and other MOH departments
  • Must understand PEPFAR /USAID/NASCOP/NACC Technical guidance requirements for HIV Programming for Key Populations
  • Demonstrated understanding of national policies, strategies and guidelines especially for KP/PP HIV programming and GBV prevention and response services
  • Proven track record of implementing programs requiring participation of government and community stakeholders
  • Strong interpersonal skills; ability to build partnerships and consensus, within teams and with other stakeholder
  • Good interpersonal, organizational and written / verbal communication skills.

KEY PERFORMANCE INDICATORS:

  • 100% hotspot geo-mapping conducted in areas of operation
  • 100% of peers trained as per national peer educators’ training curriculum
  • Provide monthly technical support to peer educators to conduct micro-planning in all program area of coverage
  • Hotspot lists and maps displayed at ALL supported facilities as per NASCOP process
  • 100% optimum peer ratio attained at all supported sites
  • 100% KPs contacted in the hotspots and listed in the outreach calendars
  • 100% reached with minimum package services and referred for appropriate services including HTS, ART, VL, HIV prevention and GBV services
  • 100% of eligible KPs started on PrEP
  • 100% of HTS SP sensitized on Partner Notification Services, roll out at all sites
  • Sensitization of Law enforcers’ at all supported sites
  • Provide 80% services to the families of the KPs
  • Participate in relevant TWGs and County/SC forums focusing on KP/PP work and in formulation of relevant policies, tools and guidelines
  • Establish community safe space for sex workers
  • Sensitizations to facility staff and peer educators on stigma and discrimination at all supported sites.
  • 100% representation and involvement of KPs in strategy formulation
  • Community advisory board committee formed
