The LINKAGES Program Officer (PO) will provide critical technical and program management oversight to the LINKAGES project in Western Kenya, particularly focusing on technical assistance coordination’s and ensuring strong collaborations with the local implementing partners and related agencies. The PO will coordinate and track the technical assistance strategy across the three LINKAGES results areas, respond to capacity building needs of local partners, monitor progress and compliance, conduct quality assurance, evaluation and reporting. The incumbent will assist with establishing and maintaining strong collaboration and networking with a variety of stakeholders at the county levels, and will liaise with the Senior Program Officer – Western region.

Areas of Responsibility: 
  • Provide technical and program management coordination oversight to the LINKAGES project in western Kenya, particularly with the local implementing partners.
  • Manage requests for TA from LINKAGES partners and track responsiveness and progress.
  • Provide support to strengthen management, processes and overall operations of implementing partners.
  • Monitor overall progress against program deliverables, goals and objectives.
  • Work with LINKAGES technical and program team to develop technical and programmatic strategies for the project.
  • Coordinates with the M&E Officer in strengthening of monitoring and evaluation systems that track and report program progress.
  • Contribute to the development, review and submission of project work plans, and progress reports.
  • Representation FHI 360 in KP Technical working groups (TWG) in Western Region.
  • Work with LINKAGES staff in Western region on the development and review of sub-awards.
  • Supports the design, coordination and implementation of sub awards and capacity building, manage the development and utilization of training tools and methodologies for capacity strengthening as well as compliance, monitoring and evaluation, and reporting.
  • Ensure appropriate monitoring of sub grantees to achieve financial, administrative and programmatic goals.
  • Coordinate with LINKAGES Senior Finance Officer, and Program Officers to ensures the quality of sub award and compliance with donor and FHI 360 regulations.
  • Provide contract management support to ensure that FHI 360 meet the requirements of the Project, including submission of all deliverables according to the set timeframe as well as review and coordinate the development and submission of financial and progress reports to other donors as required
  • Report regularly to the Senior Program Officer – Western Region on progress and status of LINKAGES activities.
  • Stay current and up to date on all aspects of PEPFAR programming and reporting.
  • Participate in periodic assessments of the project and site visits as assigned.
  • Coordinate for review and approval of sub grants/subcontracts.
  • Respond to a variety of programmatic, financial, administrative and logistics needs and requirements generated from Donors, local partners, FHI 360 APRO and HQ and donors.
  • Involve in the area of M&E which includes development and utilization of target reporting tools, reviewing for consistency and accuracy of information in annual work plans, budgets, semi-annual and annual reports, as well as coordinating with Technical Unit for inputs on targets reviews.
Educational Background: 
Bachelor’s Degree in Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
Skills/Experience: 
  • Strong knowledge of concepts, practices and procedures with program design.
  • Excellent oral and written communication skills. Excellent and demonstrated program/project management skills.
  • Ability to influence and collaborate with others.
  • Ability to analyze and interpret data, identify errors and prepare reports.
  • Minimum of 5 - 7 years’ experience with program management, cross-cultural communications, US Government rules and regulations.
  • Substantial experience using computerized information systems.
  • Demonstrated experience working with key populations in Kenya.
  • Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
  • Must be able to read, write, and speak fluent English; fluent in Kiswahili language.
  • Prior team lead experience preferred.
  • Master’s degree will be an added advantage with 3 - 5 years’ experience in program management.
  • Demonstrated leadership experience preferred.
