Nutrition and Health Program Plus (NHPplus) Kenya goal is to increase access and demand for nutrition services and improve food and nutrition security, as well as commodity management support. At national level, NHPplus aims to expand Nutrition Assessment Counselling and Support (NACS) services beyond HIV, offering technical and financial support to roll-out NACS to include High Impact Nutrition Interventions (HINI). To help achieve this, national and sub-national levels are engaged to create a heightened profile for nutrition and strengthen budgeting, planning and monitoring and evaluation (M&E) to allow the GOK to gradually manage nutrition service provision on its own.

NHPplus provides commodity management support for vulnerable populations following PEPFAR Food and Nutrition guidance and be expanded at national level to reach additional clients. A critical element of this work involves coordination with and strengthening of existing. USAID/K efforts in the country.

The Monitoring & Evaluation Officer, reporting to the M&E Specialist will be responsible for supporting NHP plus program M&E activities to ensure program accountability and efficiency at all levels. The M&E Officer will also assist in providing direction for regular evidence-based amendments and improvements to program monitoring framework. In addition, the officer will provide technical field support to capacity building activities, OJT sessions and collection of quality data. The M&E officer will also assist in capture of paper records into customized electronic systems, assist in preparation and presentation of data reports to program staff.

Areas of Responsibility: 

Monitoring & Evaluation

  • Assist in development, implementation and yearly revision of the overall M&E framework.
  • Assist in coordinating the identification, collection, archiving, digitization of relevant data sets; regular monitoring of data quality; tracking progress of ongoing activities; contributing to capacity building initiatives as required.
  • Provide timely and relevant information, data and reports of assessment of program activities.
  • Undertake regular site assessment visits to support implementation of M&E activities.

System support and training

  • Support in implementation of program monitoring framework and procedures.
  • Support in defining and implementing the key project performance indicators (KPI) as well as monitoring them throughout the project duration.
  • Adopt strategies to increase data use and demand amongst program staff and strategic partners
  • Assist Program staff and the M&E Specialist in clarifying project information needs.
  • Support project/program staff on strategies to efficiently and effectively document, organize and capture program data sets.
  • Assist in drafting of reporting tools and their revisions as well as data collection procedures under the supervision of the M&E Specialist (e.g. project performance tracking, indicators, data flow chart, M&E manuals).
  • Support revision of the performance of existing management information systems to help' identify potential modifications or resources.

Data Management

  • Keep up-to-date with program changes and progress to inform tools and strategies revision for increased program performances and results.
  • Assist in documentation of data/information processes, storage, data entry and archiving of both paper and electronic.
  • With supervisor, identify strengths and weaknesses in existing data collection and management systems and propose solutions.
  • Perform regular field visits to ensure the quality and accuracy 'of data collected.
  • Analyze changes and patterns in KPI indicator data and performance reports in order to support Program staff.
  • Ensure donor, partner, and Senior Management data queries are addressed in an accurate and timely manner.
  • Support and participate in program and project evaluations.
  • Support reconciliation of all information from paper forms to digital form.
  • Provide inputs, information and statistical results for quarterly, annual and other reports as advised by project team.
  • Develop online data collection systems including mobile platforms and ensuring that the data collected are in clean and in usable format.
  • Support in data analysis and mining.

Data Reporting

  • Extraction and preparation of routine program monitoring reports.
  • Assist in site level data quality control, assurance and preparation of monthly site feedback reports.
  • Generation and submission of scheduled feedback reports to collaborating partners and the Donor.
Educational Background: 
Bachelor’s Degree in Mathematics, Statistics, IT or Computer Science or equivalent with 5-7 years of relevant experience
or Master’s degree from relevant field with 3-5 years relevant experience in M&E, data management, analysis and reporting.
Skills/Experience: 
  • Working knowledge: of SQL relational databases design and development
  • Experience in data mining /extraction in different platforms
  • Knowledge of SPSS/STATA/EPI Info and MS Access to aid generation of preliminary statistical outputs
  • Good writing and verbal communication skills
  • Ability to work in a team environment
  • Proficient in MS Office Suite products
  • Knowledge of programming
  • Ability to work with little or no supervision
