To provide leadership, technical support and coordination of the education emergency response, specifically responsible for the rehabilitation of schools which were affected by Cyclone IDAI in Chimanimani and Chipinge Districts. The position is also responsible for Water and Sanitation (Wash) activities, Safeguarding and Child Protection issues.

Areas of Responsibility: 

Project Leadership

  • To provide overall leadership for the program and ensure it meets targets and set deliverables.
  • Ensuring that the program is implemented according to its design, quality standards, and schedule.
  • Overseeing the preparation of program reports, annual program budgets and quarterly financial forecasts, and monitor expenditures
  • Ensuring strict donor compliant, implementation and management of the program.
  • Working in close cooperation with the M&E Unit, assess progress towards intended outputs/ outcomes, identify and address potential risks and delays.
  • Support preparation of technical reports and provide inputs for the schools rehabilitation project preparation and documentation ensuring accuracy, timeliness and relevancy of information.
  • Prepare required documentations/materials to facilitate the program review and approval process.
  • Undertake field visits and surveys and/or collect/share information with partners/stakeholders to assess progress and provide technical support and/or refer to relevant officials for resolution.
  • Accurate, complete and up-to-date information for effective budget preparation and project management.

Technical Support and Supply Chain

  • Take the lead in the deployment of qualified and well experienced serves providers involved in the rehabilitation of identified schools.
  • Ensure that the bidding process and the rehabilitation of schools is done out as per the specified designs and standards.
  • In working with Supply chain involved in the procurement and bidding process for goods and services and the adhering to the required building standards, and good practices for the provision of the required construction services.
  • Ensure that the scope of work for the rehabilitation of schools is clearly understood (design drawings, technical specifications, bill of quantities etc.)
  • Taking the lead on ensuring that there is a delivery plan for materials based on the needs at the construction sites and ensuring that none of the activities are stopped or delayed due to unavailability of materials and or other resources to be used for the rehabilitation of schools.
  • Responsible for the supervision of activities and for the monitoring of the implementation of works at the selected sites.
  • Participate in the preparation of budgets and ensure that all procurements are within the available budget.
  • Work closely with supply chain and finance unit on all procurement and logistics issues.

Monitoring and delivery of results.

  • Participate in monitoring and evaluation exercises and program reviews with government and other key stakeholders.
  • Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
  • To ensure that project efficiency and effectiveness enhanced through effective implementation follow-ups.

Financial Management

  • Manage program budget within approved spending levels and ensure accurate and timely financial reports to the donor.
  • Develop and apply risk mitigation strategies to monitor and adapt to contextual and other operational, financial and technical risks
  • Ensure the timely and appropriate negotiation of programmatic and financial revisions and adaptations, involving key stakeholders.

Networking and Partnership building

  • Build and sustain effective close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge.
  • Supports coordination with members of the development community, including NGOs, UN and bilateral agencies in the exchange of information relating to Education sector.
  • Working with other internal departments and units such as Aps, Education sector and Disaster Risk Reduction.
  • Effective communication and networking achieved through strategic partnership and collaboration, and coordination among Education system actors strengthened.

Safeguarding and Child Protection

  • Taking a lead in coordinating in dissemination of policy, procedures and resources to staff under the emergency response regarding safeguarding and child protection.
  • Ensure that safeguarding and child protection protocols are adhered to in the program.
  • Work with the response team to come up with reporting mechanisms on safeguarding and child protection issues
  • Taking overall responsibility in ensuring that safeguarding principles are adhered to in all child participation activities and other response programming activities, including coming up with tools for checking adherence

Innovation, knowledge management and capacity building

  • Provide support in identifying, capturing, synthesizing and sharing lessons learned for knowledge development and capacity development of stakeholders.
  • Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable program results.
  • Support WVZ in innovative operations research and programming interventions.
  • Coordinate regular program review meetings to facilitate dialogue and learning on project/program Implementation.
Educational Background: 
University Degree in Education, Disaster Management or a Social Science Degree with experience in Education and or disaster management.
Skills/Experience: 
  • At least 5 years’ experience in managing an emergency programme is critical.
  • Good understanding of international humanitarian issues in an emergency situation
  • Experience in construction is a plus.
  • Monitoring and evaluation experience is a must.
  • Knowledge of theories and practices in project management in Education.
  • Must have experience in safeguarding and child protection
  • Good stakeholder engagement and communication skills.
  • A clean class four driver’s license is a must.
