The Manager, Human Resources, for US Programs & Advocacy (USPA) is to provide HR guidance and counsel, specifically to our California Direct Implementation Program, in support of the successful implementation of the Agency’s strategic goals in California. The incumbent is responsible for ensuring the California Program has systems and processes to attract, develop and retain highly qualified talent. Additionally, they will employ Human Resources ‘best practices’ to ensure compliance with all state and Federal laws and regulations.

Areas of Responsibility: 
  • Employee Relations – Establish strong engagement across the USPA division and act as a key contact and resource for the broad range of HR matters, from policy communications and interpretation, to relationship and change management.
  • Performance Management – Provide training and support to managers through the performance appraisal process each year, including guidance in setting performance expectations, employee development plans and communications; assist managers in assessing employee performance and addressing deficiencies.
  • Recruiting – Overall accountability to support management getting the right people in the right jobs at the right time. Understand current and future staffing needs; support building pools of ‘ready candidates’ through internal succession planning and external market knowledge. Work closely with hiring managers and HR partners to ensure the right organization structure, right job descriptions and grading. Ensure the successful onboarding of new staff and new programs. Follow existing Talent Acquisition processes, policies & procedures, and aligning closely with the Head Quarters Talent Acquisition leadership to ensure close coordination and resourcing of available tools.
  • Policy and Compliance: Ensure compliance with Agency, State and Program-wide policies, labor codes and standards. Partner with HR staff to provide a united and consistent Agency-wide HR approach to the clients. Provide expert guidance on disciplinary issues and child safeguarding protocols.
  • Capacity Building and Networking: Provide overall leadership and counsel to assure successful implementation of HR strategies, programs and procedures, as well as ensure compliance with labor codes and agency HR policy and standards. Drive HR continuous improvement and foster experience sharing and shared learning throughout the division. Build a strong network of HR leadership through experience sharing, knowledge management and promoting best practices. Partner with Program leadership to achieve goals.
  • Talent Management – Gain a thorough understanding of USPA’s organizational capabilities and individual competency needs, and help leadership build a strategy and implementation for talent development, leadership development, succession planning, etc.
Educational Background: 
High School Diploma or Technical/Vocational Degree.
Skills/Experience: 
  • Minimum 3-5 years' experience in Human Resources
  • Demonstrated working knowledge of Federal, State and local labor laws, including EEOC, FMLA, Workers Compensation, and FLSA.
  • Demonstrated experience in areas including; employee relations, recruiting, and compensation & benefits.
  • Experience working with minimal support resources and able to influence HR outcomes with minimal process or intervention.
  • Strong analytical and problem-solving skills.
  • Ability to think creatively and out of the box to overcome obstacles.
  • Able to travel up to 30% throughout the state.
  • Strong communication and presentation skills.
  • Ability to make sound business decisions.
  • Professional level of specialized knowledge to manage complex tasks, programs or projects.

Preferred Qualifications

  • Bachelor’s degree.
  • PHR/SPHR Certification.
