Based in Monrovia , the Liberia LRP Program Manager/COP provides overall financial, administrative and operational management leadership to the non-emergency USDA Local and Regional Food Aid Procurement program. This person will serve as the management leader and coordinator of a team of financial, operational, administrative and program specialists. The Chief of Party/ Program Manager will also serve as the primary field liaison with local government representatives, partner agencies and local institutions and communities. They will have a critical role coordinating with other USAID-funded programs in the field including other resilience, education and food security programming, with a particular focus on learning opportunities and knowledge management.
- Ensure the implementation and monitoring of Local Regional Food Procurement Program in accordance with the rules of Save the Children International (SCI) and USDA.
- Coordinate directly with current existing SC school feeding program in Liberia.
- Supervises the Field Office Manager (FOM) and his team to maximize quality of program support services (human resources, logistics, procurement, finance, inventory management, etc.) in accordance with the rules and SCI and USDA.
- Coordinate the effective planning of business processes (procurement, the personnel performance evaluation, budget projections, sub-recipient monitoring, etc.) under the rules of USDA.
- Conduct regular field visits to monitor the effective implementation of the program and the efficient use of systems/resources in accordance with the rules of USDA.
- Maintain good relationships with key partners to ensure the effective implementation of the activities and compliance.
- Work with partners to coordinate field activities related to value chain of products such as cassava.
- Manage the procurement requirements around the commodities that would be supplied to schools
- Work with partners to coordinate activities aimed to improve technologies and farming systems for cassava, palm oil, sesame and horticulture production that can be adopted in Liberia.
- Supervise the FOM and the Financial Officer to ensure sound budget tracking and management consistent with the rules of SCI and USDA.
- In coordination with FOM and the Financial Officer, engage the technical Activity Coordinators in the quarterly monitoring of budget burn rate in accordance with the planning of activities (work schedule).
- Proactively address weaknesses that may affect implementation of systems and quality of deliverables (due date respected)
- Responsible for the overall financial pipeline monitoring including to make sure the availability of funds from year to year and that rollover funds are correctly estimated.
- Ensure that Liberia LRP budget conforms to the SCI/Liberia Country Office cost allocation policy and in charge of enforcing the timekeeping policy in keeping with SCI and USDA rules and regulations.
- Supervise the Activity Coordinators and the Commodity Manager and, ensure that all project activities are implemented and comply with the approved work plans, strategies, updates, and technical norms and standards in accordance with the regulations of USDA and Save the Children.
- Contribute to the development of and ensure the timely submission of SCI and USDA deliverables.
- With the SC Liberia Country Manager, promote coordination mechanisms with other program initiatives of SCI in Liberia (MEAL, accountability) and encourage best practices to achieve high quality program implementation.
- Share program best practices with other in-country Save the Children projects.
- With the support of SC Liberia Country Manager, develop for better coordination mechanisms with other initiatives funded by USDA and USAID / FFP.
- With the support of SC Liberia Country Manager, guide and support mechanisms of sustainability and exit strategy and lead the development of all relevant documentation (capitalization, best practices, scaling-up.
- Provide coaching and professional development to project staff and keep them engaged and accountable for their job responsibilities.
- Ensure that local job descriptions are clear and up-to-date for all positions under your supervision and conduct annual evaluations of performance. Identify team capacity building needs.
- Deal with personnel performance issues proactively by providing regular feedback and provide constructive coaching.
- Develop a culture of teamwork, and develop effective communication mechanisms. Ensure joint planning and sharing of experiences between the technical and geographical teams.
- Minimum of 7 years’ work experience managing community-based projects in developing countries including staff supervision.
- Thorough knowledge of USG rules and regulations (procurement, financial, contracts and grants, program).
- Minimum five years experiences in managing USG programs.
- Ability to articulate ideas clearly, communicate effectively, and have a strong writing ability in English.
- Analytic skills: trends and institutional analysis, critical analysis of approaches and strategies.
