Average time for this position is approximately 40+ hours per week. Regular office hours are required as well as some evening and weekend hours. Blount County Habitat for Humanity maintains a flexible schedule considering the job requirements conducted outside of normal business hours.

Areas of Responsibility: 
  • Serve as a liaison and advocate for all home repair program participants.
  • Work with Director of Programs to design, implement, and execute home repair program strategic objectives as set and directed by the Executive Director. Goals will primarily focus on promotion, application processing, eligibility screening, and participant management throughout the home repair program.
  • Coordinate with Development Director and Homeownership Program Manager to conduct ongoing outreach establishing diverse pool of applicants for home repair-based programs. This includes but is not limited to accessing referral sources, places of faith, employers and community organizations, and social service agencies in line with achieving Habitat’s Affirmative Fair Housing Marketing Plan.
  • Promote and conduct monthly program information session- in partnership with the Homeownership Program Manager- targeting potential applicants, public, and community partners.
  • Be familiar with Section 8, Maryville Housing Authority, THDA self-sufficiency program, public housing, FCDC and other agencies that support low income households for purposes of transitioning program participants from or to these programs.
  • Manage Home Repair program application process including maintenance of appropriate decision timeline according to Habitat policies and procedures.
  • Conduct applicant meetings by phone with follow-up in writing as many Home Repair Program customers do not have access to reliable transportation.
  • Use NewOrg, ProCore, Microsoft Project, and BytePro software to manage all aspects of participant interactions/progress from program interest to final service delivery.
  • Work with Director of Programs to deliver a complete application for initial funding assessment.
  • Work with Director of Programs to become a repair program funding/product content expert.
  • Alert Director of Programs, Executive Director, and Projects Manager of any special needs affecting repair plans/scope of work for a housing repair program participant.
  • Recruit, train, and manage home repair program non-construction volunteers including Application Assistance Volunteers, Office Volunteers, and Grant Survey Volunteers. This requires the establishment and maintenance of programmatic volunteer files documenting screening, training, and participation.
  • Train and support front office staff or other temporary staff regarding the application intake process according to Habitat’s policy and procedures. Monitor ongoing performance and provide feedback/further training as needed.
  • Identify and implement tools to evaluate the program effectiveness seeking feedback from both participants and volunteers. Analyze feedback and recommend program corrections/enhancements to the Executive Director and Director of Programs.
  • Monitor participants’ adherence to the Memorandum of Understanding and any funding addendums.
  • Prepare and distribute weekly/biweekly progress reports for program participants and for the Director of Programs.
  • Establish and maintain all participant files including both hardcopy and electronic files according to Habitat policy and procedure. Maintain positive control and security over all non-public private information collected during and after an individual’s time in the program. This information is only made available to staff and volunteers on a need to know basis and for absolutely no other reason.
  • Oversee archiving of application materials and files from initial application through project completion.
  • Work with Director of Programs and Homeownership Program Manager to manage language assistance resources and process of hiring interpreters and translators when necessary.
  • Work with Director of Programs to adequately and appropriately provide reasonable program accommodations when required due to participant medical or special need.
  • Complete annual Habitat for Humanity International and American Bankers Association compliance training including completion of all testing required.
  • Crosstrain as homeownership program underwriter and serve in this role for the Homeownership Program Manager when Director of Programs is not available.
  • Complete course and pass exam for USDA Rural Development 502 Direct Packaging.
  • Complete NeighborWorks America Intermediate Underwriting for Mortgage Lenders course.
  • Ensure all Habitat for Humanity International, Blount County Habitat for Humanity, National Industry Standards, and funding source requirements, guidelines, policies and procedures are followed.
  • Seek opportunities to further skill sets related to and understanding of affordable housing, equal housing, fair housing, equal credit, and community organizing.
  • Complete and submit all necessary home repair program grant/funder/investor reports. Assist with additional grant data collection and compliance as needed.
  • Prepare for and participate in regular program staff coordination/planning meetings.
  • Participate in annual review process.
  • All other duties as assigned.
Educational Background: 
A college degree or equivalent experience is required with bilingual Spanish and English proficiency a significant plus.
Skills/Experience: 
  • Experience in community organizing, financial education, adult education, and/or working with diverse groups experiencing precarious housing situations preferred. Excellent customer service, interpersonal and intrapersonal skills, communication both written and verbal, organization, teamwork, attention to detail, self-motivation, active listening skills, and analytical skills are required.
  • The ability to conduct self with thoughtfulness and clarity in difficult situations and always demonstrate respect for Habitat's customers is not negotiable. Healthy curiosity, interest, and exploration of new or different things to improve programs, systems, customer experience are encouraged.
  • Must have excellent work and business ethics and the ability to work with people of different cultures, ethnicities, religions, and incomes. Computer proficiency, including use of Microsoft Office, Outlook, Word, Excel, and PowerPoint required.
