The Technical Director shall report to the Chief of Party and will be responsible for the technical direction and technical outcomes of ECHO. The Technical Director and Specialist Advisors will have a two-way relationship and will share in the implementation of the technical principles guiding the program. 

Areas of Responsibility: 

Job Summary / Responsibilities:

  • Provides technical expertise and leadership for the design and implementation of HIV/AIDS prevention, care, treatment and support programs.
  • Works in close coordination with the Chief of Party to support program implementation
  • Provides leadership and supervision to Technical Directors (M&E, Clinical, Lab etc.)
  • Ensures that high quality and state of the art HIV prevention, care and treatment interventions are implemented in a timely manner and in coordination and collaboration with USG partners and government.
  • Oversees quality assurance program for all technical aspects of the Project.
  • Lead the response to the specified goals and deliverables of the project whilst ensuring all project targets are reached in compliance with FHI 360 and USAID requirements.
  • Coordinate the development and implementation of the project technical strategies, adapting global and regional technical resources and tools as needed for the Mozambican context.
  • Oversee technical outputs of all partner organizations through regular field visits and facilitate work planning and regular technical meetings for all consortium partners.
  • Identify technical assistance needs and training resources among project staff, partners, government counterparts and beneficiaries and coordinate technical assistance provision.
  • Promote sustainability of project activities with effective networking, coordination and linkages to other programs, partners and counterparts, capacity building of project staff, and institutional strengthening of implementing partners and community-based organizations.
  • Represent the project in technical meetings, conferences, and coordination platform.
Educational Background: 
A medical degree or a doctoral level degree in public health or related field
Skills/Experience: 

Qualifications:

  • At least 10 years of experience in clinical service delivery of HIV related interventions.
  • Strong skills in data use and interpretation.
  • Ability to perform at a senior policy level.
  • Demonstrated experience at a senior level participating or advising in high level MOH meetings/discussions/boards.
  • Demonstrated ability in monitoring similar programs and interpreting and utilizing national level data.
  • Strong oral and written skills in Portuguese and English.
