The COP is responsible and has authority and oversight for the entire program. The COP provides managerial and technical support throughout the implementation of the project, including management of sub-partners. The COP is responsible for providing input to USAID Mozambique for the development and submission of the Health Operational Plans and PEPFAR Country Operating Plan (COP) technical and budget documents.
Annual Program Reports (APR) and Semi-Annual Program Reports (S/APR), in collaboration with the M&E Specialist, and develops requests for supplemental funding. S/he will have main responsibility for representation of the project to the United States Government (USG). The PD bears ultimate responsibility for ensuring that grantees and sub-grantees meet USAID, Health, and PEPFAR and program requirements.
Job Summary / Responsibilities:
- Leads and directs the development and implementation process for company projects involving departmental or cross -functional teams focused on the delivery of new or existing projects. Plans and directs project schedules and monitors budget/spending. Monitors the project/program from init iation through delivery. Organizes project(s) activities ensuring completion of the project on schedule and within budget constraints. Selects, develops and evaluates personnel to ensure the efficient operation of the function.
- Plans, directs, and coordinates activities for designated projects to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters.
- Reviews project proposals and plans to determine scheduling, budget, procedures, staffing, and allotment of resources needed for projects.
- Establishes work plans, project teams, and SOPs to meet project goals and ensure compliance with policies.
- Develops proposals and researches sources for funding projects.
- Provides guidance and training to managers and staff to achieve project goals.
- Participates in the strategic development of methods and techniques with executive management.
- Establishes, serves and maintains partnerships with internal and external stakeholders on project matters.
- Provide leadership to the project team, ensuring clarity over plans and priorities, encouraging effective team-work.
- Responsible for induction of project staff, ensuring their familiarity with mandate values, quality standards, policies and program objectives and their individual responsibilities in upholding these standards and policies.
- Determination of job level is based on combination of primary and secondary criteria (i.e. Revenue, Headcount, and number of Contracts/Sub- Awards and other factors).
- 12 years of senior-level management experience in managing US Government large and complex projects; At least 12 years of senior-level management experience in managing large, complex HIV/AIDS care and support projects; At least 7 years of supervision experience; At least 8 years of experience living or working in a developing country;rated experience in multi-sector project management and implementation.
- Strong skills and experience in all aspects of program cycle management – design and development, implementation, and monitoring and evaluation
- Demonstrated strategic planning, staff development and capacity building experience.
- Demonstrated experience in leading and managing complex projects that are strategic in nature and national/international in scope.
- Must be able to read, write, and speak fluent English and any other romance language; Spanish, Portuguese or French.
- Experience operating in insecure environments.
- Experience working with diversity of funders, including private sector.
- Demonstrated ability and commitment to using data for decision making to improve program, to oversee and utilize results of major research projects.
- Proven experience working with private sector funders.
- Ability to navigate politically sensitive terrain and maintain constructive relationships with a diverse set of key stakeholders.
- Understanding of U.S. government development assistance mission, values, and principles
- Experience working in a non-governmental organization (NGO).
- Excellent knowledge of U.S. Government approaches and regulations.
