The Technical Advisor is a senior technical professional who will provide crucial input into the design of activity work plans, liaise with government counterparts, establish and maintain relationships with key institutions, and contribute to the overall achievement of activity deliverables and results.

The Marawi Response Project seeks to advance durable solutions for individuals displaced by the Marawi crisis in a manner, which reduces the threat of conflict and extremism. The project will seek to implement locally-driven and community centered approaches that enable Internally Displaced Peoples (IDPs) to participate in their own recovery and be active contributors to participate in their own recovery and be active contributors to the social and economic development of their communities. By doing so, USAID intends to simultaneously reduce the threat of conflict and extremism and bolster the leadership of women and girls in communities in and around Marawi.

Areas of Responsibility: 
  • Provide technical leadership of all aspects of youth programming including targeting, program design and implementation.
  • The Youth Advisor is responsible for ensuring that youth issues are mainstreamed across project activities, including training materials, M&E, operations, policies and procedures, and design activities that target youth. 
  • Design and develop research initiatives as requested in support of the achievement of project goals and objectives and contributing to the analysis of activity and program-level impact.
  • Identify technical support needs of partners and facilitate capacity building trainings and other supports to program.
  • Support the M&E team as needed in the development of M&E tools and approaches; engaging with the M&E and activity development team to incorporate M&E learning into new activity design; distilling lessons learned for activity development staff.
Educational Background: 
Master’s degree in International Development, or other relevant field and 7 years work experience or 10 years work experience;
Skills/Experience: 
  • Demonstrated ability to work effectively with many types of stakeholders, including USAID, officials from various levels of government, civil society, and others;
  • Minimum five (5) years of experience in designing and delivering social accountability programming in highly complex environments;
  • Demonstrated direct experience of working in Mindanao and
  • Fluency in English and Maranao required
