This position will work to analyze and evaluate the effectiveness of National Programs in the AP region and the HFH organizations and partners that implement them. This position will produce quantitative and qualitative data which will be used to inform APO strategies at the AO and NO levels.This position is based in Manila, Philippines.

Areas of Responsibility: 
  • Analyze, interpret and produce reports on the data submitted through organization-wide data collection efforts such as the Global Metrics Tool, Standards of Excellence, and other organizational assessment tools, and prepare reports to be used by AMT, National Board of Directors and various organizational teams, in strategic decision-making and implementation processes.
  • In collaboration with other SMEs, monitors the processes and analysis of AP national programs in regards to the implementation of their strategic plans, business, annual operating plans and the achievement of their targets.
  • Develop clear and illustrative content, indicators and forecasting tools for the AMT to demonstrate APO National Programs’ progress towards the targets of the Strategic Plan.
  • Serve as Subject Matter Expert in the field of Strategic and Business Planning, including participating in learnings opportunities pertaining to these areas, and assembling and disseminating knowledge training and support documents to other peers and NOs in the region.
  • Facilitate and coordinate the Enterprise Risk Management (ERM) support
  • In coordination with Finance Department facilitate the efficiency ratios analysis for key countries assigned in coordination with AMT.

Program Support to Branches:

  • Coordinates HFHI program support to Branches assigned (among functional leads and SMEs) on a day to day basis and other platforms as CCMs (Quarterly Country Coordination Meetings). Coordination includes developing and directing specific concept paper and proposal development that are aligned with the approved strategy; Standards of Excellence implementation support for the country program to reach the adequate standards; program implementation including GV and reporting (GMT and external to donor); Events in country including Big Builds, etc.to guarantee the best use of expertise and resources and has been made in an effective manner.
  • Encourages Branches assigned staff to implement Habitat program initiatives and innovations and to take advantage of HFHI support for: External Stakeholder Relations, Youth Programs, Appropriate Construction Technology, Advocacy, Finance, Global Village, Program Planning and Monitoring (from a holistic perspective including areas related to housing as infrastructure, WASH, Sanitation, Urban, etc.) and Evaluation, and Training. 
  • Other related duties as assigned by supervisor
Educational Background: 
Master’s Degree in economics, business administration, public administration, or related field.
Skills/Experience: 
  • Ability to think globally/regionally and look at country-level macro, strategic issues to support the planning process.
  • Strong managerial and organizational skills
  • Demonstrated ability to work effectively in a team as well as facilitate team processes.
  • Capacity to analyze situations and/or issues, consider options, develop and decide on solutions, recommend and/or implement and monitor appropriate solutions
  • Fluency in written and spoken English
  • Demonstrated cross-cultural management experience and strong diplomatic skills
  • Respect the confidentiality and needs of others
  • Good communication and presentation skills to be able to drive the strategic thinking required at the National Offices.
  • Willingness to uphold the Christian principles of HFHI. Ability to communicate, affirm and apply the foundational values and principles of HFHI in decisions, recommendations and actions while carrying out work assignments
  • Prior experience with Habitat for Humanity planning process tools and good understanding of Strategic and Business Planning Knowledge and skills, Process and Project Management, Decision Making and Organizational Performance Management
  • Demonstrated human resource management experience
  • Experience working in a non-profit organization required
  • High demonstrated effective computer skills
  • NGO Management training

Preferred

  • International field experience preferred
  • At least 2-years' experience in project management, preferably in low-cost housing sector, including budget management
