The “TB Innovations and Health Systems Strengthening” project is a 5-year USAID funded project that aims to strengthen national and regional level implementation of the National TB Strategic Plan by providing state-of-the-art capacity building and technical expertise to scale-up TB and DR-TB prevention, detection and treatment. The Activity will identify and help implement proven approaches to improve TB prevention, increase TB case detection rates, decrease default rates, and increase TB treatment success rates and TB cure rates.
Coordinates financial/accounting operations, including overall financial monitoring and support/guidance to projects in finance and operations staff, to ensure the fiscal well-being of the organization. Provides financial management and guidance, conducts analyses of financial data, provides budget analyses for project funds, and reviews and prepares required reports to funding agencies to ensure compliance with the donor's requirements. Proactively guides and supports respective financial success by providing high level analytical expertise, implementing business strategies and developing strong customer relationships. Provides analysis and business modeling support on strategic initiatives for senior management and field operations. Analyzes performance trends, modeling complex business decisions, tracking performance and presenting results.
- Leads on all aspects of financial management for the TB Innovation project
- Prepares, Review and analyze monthly financial reports regarding budgets, actual and forecast,
- Monitors financial expenditure against budget within the TB Innovation project
- Responsible for Sub-recipients’ Pre-award surveys, post-awards monitoring
- Oversees financial budget plaining and financial report for sub-recipients
- Provide recommendations and consult with Finance and Administrative Manager and Management on the project’s financials and compliances
- Manages day-to-day work and activities of the finance associate
- Building staff capacities and trainings staff on financial policies and procedures
- Interprets, analyzes and/or evaluates data, ensures compliance with applicable state and federal statutes, and uses Generally Accepted Accounting Procedures (GAAP).
- Develops and maintains effective working relationships with regulated industries, consultants, management and staff.
- Coordinates with auditors, FHI/APRO and HQ on program and IA audits and ensures that findings and recommendations of auditors are followed up
- Coordinates with APRO in information sharing, provides required financial reports and serves as a point person for communicating in resolving financial issues
- Perform other appropriate duties and responsibilities as assigned by the Finance and Administrative Manager
CONTRIBUTION:
- Act as key capacity building support person on financial management for implementing partners.
- Prepares program’s fiscal year budgets, projections and pipeline analysis.
- Creates, updates, and maintains financial spreadsheets
- Prepares proposal outlines
- Assists with monitoring budgets
- Develops budgets, including staff time allocations
- Communicates regularly with study investigators in the field regarding budgets
- Works with project leaders to resolve problem associated with monthly expenditures and life-of project budgets.
- Prepares financial guidance memos to field offices with special attention to recurring problems.
- Submits required/requested financial reports to donor(s).
- Knowledge of generally accepted accounting, budgeting and fiscal control theory and practices.
- Knowledge of general office practices and administrative procedures or the ability to comprehend them.
- Budget monitoring and general ledger skills.
- Relevant software skills including automated accounting software, database spreadsheets and Management Information Systems.
- Resourceful through technology, research skills, and relationship building among several organization teams and units and professional organizations to resolve problems and initiate enhancements.
- Ability to respond to inquiries independently and follow-up on requests in an efficient manner.
- With minimal supervision, manage high volume of work flow efficiently.
- Ability to handle financial and quantitative information with accuracy and precision; resourceful in gathering, verifying and analyzing financial data.
- Ability to interpret financial information and reports
- Ability to work collaboratively and productively within a multidiscipline and multicultural environment.
- Computer spreadsheet experience required.
- Prior experience working with international NGOs and government organizations will be an advantage.
- Knowledge of USAID rules and regulations is an advantage.

- Frequent interaction with program, administrative and other staff, implementing agencies, and banks.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:
- Normal office working conditions and site visit to monitor sub-recipients as needed.
