The MER Specialist is responsible for implementing the Activity Management and Evaluation Plan and working closely with consortium partners to provide technical assistance to ensure timely and high quality implementation of the implementation research (IR) component of the program, and oversight of program M&E. S/he will lead surveillance, monitoring and evaluation (M&E) activities, and the development and dissemination of tools, materials, reports, papers, and intervention-linked research. The MER Specialist will design and develop M&E systems and procedures as per the USAID guidelines. This includes establishing key components of an M&E system including data collection, analysis, and reporting on key output, outcome and impact indicators for the program. The Specialist will undertake periodic reviews of program and/or country M&E systems, and participate in planning M&E system strengthening actions.
- Take lead in the design and implementation of the IR plan for the project.
- Take lead in the design of the M&E tools and frameworks for the project.
- Oversee the preparation of annual and quarterly M&E plans in consultation with the COP and technical expert of the project.
- Collaborate with the National program, Ministry of Health and other implementing partners in developing national and local level capacity in M&E.
- Meet regularly stakeholders as appropriate to identify issues and to report program accomplishments and challenges.
- Oversees M&E activities of the project in close coordination with the project team members.
- Develop high quality quantitative and qualitative methods and participatory methodologies to monitor program quality for performance and results.
- Provide training to staff, primary stakeholders, and implementing partners on M&E components in project design; such as monitoring plan, assessments, reviews, surveys and evaluations.
- Develop research protocols and secure IRB/PHSC approval
- Identify best practices and research findings for documentation as success stories, technical reports, peer review publications and reviews surveillance, research and evaluation publications prior to release to stakeholders.
- Continually maintains a dialogue and M&E technical exchange with field counterparts and technical staff of implementing partners.
- Review M&E plans and PMPs for quality and adherence to donor requirements.
- Collect lessons learned from programs and collaborate with senior management to assure M&E components are of high quality and improve processes and practices in data analysis
- Experience in leading or playing a key role in related research design, implementation, data analysis and publications
- Experience of developing M&E tools especially in TB programs or having worked with projects where systematic input, output and process data were collected and used to guide programming.
- Experience in developing and facilitating training in M&E and HMIS.
- A good understanding of routine health information systems, and literacy in management information systems.
- Knowledge of database design and use, data processing and analysis, and data analysis packages e.g. MS Excel/Access, SPSS, EPl lnfo, or similar packages.
- Must be able to read, write and speak fluent English; and additional host country language is a plus.
- Experience working USAID regulations in M&E systems and in Asia, particularly Philippines is an advantage.
WORKING CONDITIONS AND TRAVEL REQUIREMENTS:
- Usual office working conditions.
- Ability to travel domestically at least 25%.
EDUCATION/EXPERIENCE:
- Significant high level research experience and a publications track record.
- At least 5 years’ direct experience on Monitoring, Evaluation and Research
- Experience of working with government institutions is desirable
- Knowledge of USAID rules and regulations is an advantage.
