Habitat for Humanity International (HFHI) is currently seeking a talented professional for the role of a Manager, Disaster Risk Reduction and Response (DR3). Reporting to the Director, Housing and Human Settlements, the Manager for Disaster Risk Reduction and Response manages Habitat for Humanity International’s Asia Pacific Area Office DR³ team and programming for developing capacity to effectively mainstream and implement risk reduction initiatives within National Organizations and Habitat Branches in preparation to disasters.

He/She also is responsible for developing and coordinating surge capacity to support disaster response interventions addressing natural hazards, man-made, or complex humanitarian emergencies, liaises with regional shelter and DR³ actors, engages in the development of industry -wide position papers, best practice documents and standards while supporting collaborative resource development for DR³ initiatives with in Asia Pacific. This position will be based in Manila, Philippines.

Areas of Responsibility: 
  • Lead HFHI Asia Pacific readiness to respond to disasters and humanitarian emergencies through development & management of the AP Rapid Response Surge in collaboration with HR and HQ DR team (30%) 
  • Build capacity and provide support to HFHI and HFH National Offices, Branch Offices and Partners to design and implement DR³ programs including but not limited to providing leadership, direction or operational support; coordination of response levels; timely coordination & information sharing with various departments and stakeholders; designing and facilitating training (35%)
  • Lead and promote HFHI AP DR³ Community of Practice as a mechanism to mainstream risk reduction throughout all HFH programming in Asia Pacific and create opportunities of collaboration for on-going interactions between DR³ SMEs and other relevant SMEs throughout AP (Urban Development, Construction and
  • Appropriate Technologies, Housing and Land Policy, Housing Support Services, Market Development, and Water Sanitation and Hygiene) (15%)
  • Research, identify and disseminate DR³ promising practices and internationally-accepted standards throughout the AP HFH network (10%)
  • Engage and connect HFHI to peer agencies and networks (internal and external), authorities and the DR³ donor communities through representation of HFH within AP at appropriate tables (e.g. regional shelter cluster, humanitarian and relief networks, shelter conferences and symposiums, GFN, HQ, UN agencies, IFRC, DFID, OCHA, ECHO, USAID-OFDA, etc.) and development of industry-wide position papers, best practice documents and standards on behalf of HFHI-AP and HFHI (10%)
Educational Background: 
Bachelor’s degree in development related studies with relevant training or graduate studies in a field related to development or Disaster Management
Skills/Experience: 
  • 10 years of international experience.working in cross-cultural environments
  • 5 years of management experience with HFHI or other INGOs or 5 years experience in implementation and oversight of of disaster response projects, preferably with a shelter and housing focus
  • Three years track record on proposals development, project design and management, including budgets – aligned with the requirements of both institutional (DFID, OCHA, ECHO, USAID-OFDA, etc. ) and private donor funding sources
  • Demonstrated knowledge of current Disaster Risk Reduction and Response approaches, methodologies and tools, with a focus on the shelter and housing sector
  • Demonstrated project design and management skills
  • Demonstrated knowledge of appropriate construction technologies for DR3
  • In-depth knowledge of Sphere and CORE Humanitarian Standards, IFRC Code of Conduct, HAP, as well as other relevant standards and codes and UN interagency processes
  • Highly developed team leadership skills
  • Fluency in written and spoken English
  • Highly effective communications skills
  • Excellent people management skills
  • Strong cross-cultural sensitivity and experience working in cross-cultural, multi-national environments
  • Understanding of community-based and led processes
  • Knowledge of HFHI’s mission, principles, and core values
  • Willingness to uphold the Christian principles of HFHI
