The Hospital Engagement Officer will be based in the TB Innovations Office but will oversee hospital engagement activities in any of the following regions: NCR, Region 3 and Region 4A in coordination with the respective TB Innovation’s Regional Project Liaison Officers. S/he will provide technical and operational oversight to ensure that the technical assistance and expertise is provided at the hospital level to be able to notify TB cases at the minimum, and facilitate the implementation of EHEM in assigned private and public hospitals.
Areas of Responsibility:
- Provide technical direction and supervision of operations of all activities in assigned hospitals on notification of TB cases in the 3 regions according to prescribed procedures and protocols in coordination with TB Notification Officers working in the hospital
- Lead in the planning, organizing, implementing, coordinating, and supervising notification activities in assigned hospitals
- Assist in developing, coordinating, and monitoring in the installation of internal and external referral systems to support the continuum of care from TB diagnosis to TB prevention in assigned Level 3 hospitals implementing EHEM.
- Facilitate coordinating and implementing technical assistance and capacity building plans, training programs on TB notification and integration of revised diagnostic algorithms in clinical pathways or hospital protocols in coordination with hospital management, affiliated physicians, and other collaborating partners, implementing partners, stakeholders and local government TB teams.
- Assist in coordinating, organizing and facilitating and attend all meetings and events related to hospital TB notification and dissemination of related guidelines on diagnosis, treatment and prevention
- Address logistical and administrative needs related to hospital engagement for notification and EHEM implementation
- Identify technical assistance needs and plans from stakeholders at the level of hospital in relation to TB notification and EHEM implementation and assist in the technical assistance provision.
- Serve as primary point of contact for hospital engagement on mandatory TB notification and EHEM implementation in selected hospitals and facilitate appropriate communication with the various stakeholders at local levels by coordinating timely communications to ensure that partners and other stakeholders are updated on activities.
- Enable early identification of problems or concerns relevant to hospital notification and EHEM implementation, and support effective discussion/action to resolve issues raised.
- Prepare expenditure reports within approved budget for planned activities and recommend modification to budget as appropriate
- Consult, inform and discuss with the Hospital Engagement Team Leader to ensure that activities are implemented in compliance of FHI 360 and donor’s rules and regulations.
- Submit timely hospital progress reports on the implementation of EHEM and notification activities
- Travel when needed to coordinate, monitor and/or participate in project activities.
Educational Background:
At least a bachelor’s degree or its international equivalent or higher in public health, program management, or a related area.
Skills/Experience:
- Experience in engaging hospitals, in coordination with the regional and local TB teams, community and organizational leaders, donors, government officials, and representatives from other organizations.
- Articulate, professional and able to communicate in a clear, positive manner with stakeholders and colleagues.
- Demonstrated proficiency with using Microsoft Office Suite.
- Ability to analyze and interpret data, identify errors, and prepare reports.
- Ability to problem solve and implement corrective action as needed.
- Ability to work both independently and in collegial fashion with wide range of stakeholders.
- Prior experience in a NGO preferred.
- Ability to work effectively, both independently and in a team unit.
- Excellent oral and written communication skills in English; knowledge of local language will be an advantage.
- Knowledge of TB/DR-TB situation in the Philippines.
- Experience in TB/DR-TB programming is strongly desired.
WORKING CONDITIONS AND TRAVEL REQUIREMENTS:
- Usual office working conditions.
- Ability to travel domestically at least 50%.
- Full-time 9 months grant funded position, with the possibility of transitioning to a longer term.
EDUCATION/EXPERIENCE:
- At least 3 years working in health development sector assisting non-government organization (NGO) or public-sector programs.
- Experience in working with key stakeholders in Philippines strongly desired.
- Knowledge of USAID rules and regulations is an advantage.
