Habitat for Humanity International (HFHI) is currently seeking a talented professional for the role of a Disaster Response Operations Specialist Capacity (consultant) position that will be a 6 month contract. The Disaster Response Operations Specialist strengthens the capacity of HFHI Area office (AO) and National Organizations (NOs)/Branches readiness to response to disasters effectively in alignment with HFHI’s Asia Pacific (AP) Disaster Risk Reduction and Response (DR³) Strategy (2016-2019).

He/she could be deployed to disaster response operational sites for providing surge capacity in order to ensure high quality DR project management. He/she will also provide technical support to respective NOs/Branches for ensuring adherence to international humanitarian standards, Habitat’s Quality Standards, DR project’s construction quality assurance and control with maintain established national /local building codes and Standards. This position will be based in Manila, Philippines.

Areas of Responsibility: 

Disaster Response Project Management: designing, coordinating, monitoring, and developing DR Projects (40 % level of efforts)

  • Support NOs/Branches in implementing DR program
  • Coordinate NOs/Branched Rapid Response Team and/or other function in assessment and implementation
  • Monitor the quality of construction in DR program ensuring that it follows Habitat Housing Quality Standard and Indonesia building codes
  • Ensure all activities in DR program align with HFH Mission Principles, RC/RC Code of Conduct, Core Humanitarian Standards and SPHERE standards

Program Quality Monitoring: to ensure the delivery of reliable, quality and timely services to HFH partners and home partners whilst ensuring high program impact and sustainability (40 % level of efforts)

  • Review assessment report produced by Response team or Rapid Response Team to ensure it contains adequate and accurate information for proposal writing
  • Evaluating and monitoring projects implementation against set objectives, budget, schedules, and indicators
  • Proposing and securing approval of budgets (Funds Transfer Request) from the project ensuring that adequate resources are provided for all program activities to meet the agreed targets and not exceed budget allocated for its project
  • Regularly evaluating and monitoring construction quality against Habitat Housing Quality Standard in Disaster Response Projects
  • Involved in proposal review and report produce by Program Officer to ensure its accuracy with the field condition and achievement 
  • Regularly conduct partners and beneficiaries surveys and impact assessment and taking corrective action against significant deviations from standards, includes supporting branch during external audit evaluation
  • Review partner selection process, client background screening, references if decided to use implementing partner to deliver program to the community

Maximizing resources and building capacity: To be a good steward of resources under his/her supervision, including construction management, DR3 program, volunteer program, financial management, and human resource management & capacity building (20% level of efforts)

  • Accessing the expertise of NOs/Branches to support the DR³ strategic development of branches in the area
  • Developing strong program teams with the capability to implement DR³ program effectively and efficiently, includes assess the need of training and development of staff in operations such that they can deliver operation functions effectively
  • Participating in community and corporate affairs including public speaking to enhance Habitat image in the marketplace
  • Work with RD Department to initiate new donor and contacts
  • Coaching, encouraging and mentoring DR³ staff
  • Participate in and help create opportunities for on-going interactions between DR³ SMEs throughout AP
Educational Background: 
Minimum of Bachelor’s degree in development related studies with relevant training or graduate studies in a field related to development
Skills/Experience: 
  • Knowledge of Humanitarian Accountability Partnership, SPHERE, Red Cross code of conduct and other HEA standards etc.
  • Knowledge of disaster risk reduction approaches and project management
  • Minimum 3 years of direct experience in managing HEA emergency response
  • Experience in designing, implementing, monitoring and evaluating an interdisciplinary emergency response
  • Previous emergency response experience AP preferred
  • Experience in knowledge management
  • Prior experience with Habitat for Humanity preferred
