Habitat for Humanity International (HFHI) is currently seeking a talented professional for the role of a Director, Regional Programs. Reporting to the Asia Pacific (AP) Area Vice President (AVP), this position is responsible for developing, leading and directing the Program Development activities in AP's program countries. Responsibilities include - Area Office (AO) strategic planning (and department planning and monitoring), National Organization and Branch management and support, program quality and reporting, National Organization (NO) governance development, and other areas assigned by the AVP. This position is based in Manila, Philippines.
STRATEGIC AND ANNUAL PLANNING
- Facilitate the development of strategic, organizational development and program plans for national organizations and AP AO in order to achieve annual targets
- Assist NOs in the development of strategic plans
REGIONAL PROGRAMS
- Promote the growth of national organizations by ensuring compliance with HFHI’s Standards of Governance and ensuring the full implementation of the Standards of Excellence policies as adopted by the International Board of Directors
- Support public relations and fundraising opportunities including grant proposals
- Provide the context (AP program priorities, budget guidelines etc.) and direction for staff and then lead in the negotiation of annual budgets, and strategic, training and resource development plans with national directors and board members; ensure that progress is monitored against plans and report to the Vice President quarterly
- Lead collaboration among area office departments and facilitate discussion on strategic matters.
- Ensure that Regional Programs Leads are monitoring the operational and financial results of national programs including affiliates and reporting on significant changes and trends
- Support resource development efforts: monitor existing development plans, introduce new funding ideas for in-country programs and contribute to area initiatives in cooperation with the Director Resource Development AP and other staff as directed by the AVP
- Oversee the HFHI and external grant processes: ensure that HFHI and national program staff are trained and aware of how to apply for HFHI funding, review proposals approved by Regional Program Managers, approve proposals that comply with the required conditions and recommend larger proposals to the Area Vice President
- Take the lead in identifying appropriate partner organizations willing to work in partnership with HFHI to address the housing deficit in the region
- Ensure that reporting requirements are complied with
ORGANIZATIONAL AND LEADERSHIP DEVELOPMENT
- Support the development of national organizations in building the capacity to implement programs with required quality
- Analyze the needs of national board development, design and develop appropriate training programs, provide guidance and support to NO boards in the recruitment of board members and senior staff
- Monitor and provide recommendations to AO HR/LOD team regarding leadership development of national directors and senior staff, as well as AO Regional Program
- Participate in global program initiatives and coordinate on different themes, as requested by the AVP
TEAM LEADERSHIP AND MANAGEMENT
- Act as Officer in Charge of the Asia Pacific Area Office when designated by the Area Vice President
- Supervise, coach and mentor direct reports by ensuring clarity of job descriptions, performance agreements, KPIs and regular reviews
- Minimum 10 years experience in a senior management role, directing program and operational elements within INGOs in Asia Pacific
- Extensive experience in senior level leadership role(s) ideally in a large and complex international NGO or organization
- Extensive program and operational experience in the Asia Pacific Region. Working experience in the Asia Pacific Region is a requisite
- Substantial Programmatic support and implementation expertise, with background working experience in both development and emergency contexts
- Experience and knowledge of the housing sector desirable
- High degree of strategic and visioning capacities and skills
- Outstanding general management skills and competencies
- Successful track record of implementing simple, effective monitoring systems
- Ability to build personal networks at senior levels, to bring in new opportunities for the organization
- Good analytical skills to solve complex issues and advise on a clear way forward
- Cultural sensitive, with highly developed interpersonal and communication skills including influencing, negotiation and coaching
- Experience of building, leading and developing programmatic staff with different backgrounds and expertise
- Excellent communication skills in English required
- Computer literacy
