The Director for Housing and Human Settlement (HHS) for Asia & the Pacific leads a team of technical subject matter experts that includes Housing Solutions and Construction Technologies, Disaster Risk Reduction and Response, Urban, Water, Sanitation and Hygiene (WASH), Housing Support Services (HSS), Housing and Land Policy and Advocacy and other areas as assigned by the Area Vice-President. As a member of the area management team (AMT), s/he advises the Area Vice President on issues related to housing and human settlement in Asia & the Pacific (AP) and contributes to the strategic and operational decision making.This position will be based at HFHI's Asia & the Pacific area office located in Manila, Philippines.
Department Management (25%)
- Lead and manage the Housing and Human Settlements Department (HHS) multi-disciplinary teams supporting AP National Organizations (NOs) through the planning, implementation and monitoring processes related to housing and human settlements.
- Ensure coordination among HHS technical units and with Program and Terwilliger Center for Innovation in Shelter (TCIS) teams resulting in better holistic approaches, integrated programming and seamless delivery and implementation of program support.
- Support and empower the teams through supervision, coaching and mentoring to enable them to develop and implement their strategies and achieve goals.2.1.c Leads mitigation measures for risks identified within the HHS department during Enterprise Risk Management (ERM) process.
Technical leadership and oversight to NOs and AP AO initiatives (55%)
- Lead Area-wide oversight of housing and human settlements programs, projects and initiatives being implemented by NOs and the AP AO across the following technical areas:
- Housing solutions and Construction technologies (CAT)
- Ensure implementation of Housing Quality Standards (HQS) and construction quality assurance processes for Habitat’s housing solutions, site development and infrastructure interventions.
- Ensure that NOs and HFHI AP follow scientific and proven processes to select, characterize, test, and implement innovative appropriate technologies, with a focus on the final users of the technologies
- Disaster risk reduction and response (DR3)
- Lead the activation of Disaster Responses in Asia Pacific, ensuring the use of HFHI Disaster Response Leveling protocols, in coordination with HQ DR3, AVP Asia Pacific, Programs and NO affected, taking into account disaster impact, capacity of the NO, donor traction and media attention in onset and protracted emergencies in Asia Pacific.
- Identify and deploy regional surge capacity to support disaster response interventions in Level 2 and Level 3 responses in AP, addressing natural disasters, man-made, or complex humanitarian emergencies.
- In coordination with HR, Programs, RD and Finances, in HQ and AP AO, review and if necessary lead the development of SOPs, policies and processes to enhance HFH AP emergency systems (Surge capacity, Disaster protocols, etc.)
- Urban
- Support interventions in urban settings (land tenure issues, slum upgrading, infrastructure, governance, urban disaster response and resilience, etc.) by NOs and AP AO.
- Support the capacity building initiatives of HFHI to be able to respond and prepare for Urban crisis and disasters as well as development of Advocate for and enable the use of construction solutions appropriate to urban areas (mid-rise buildings, alternative tenure security, land readjustment schemes, etc.)
- Water, sanitation and hygiene (WASH)
- Provide oversight to design and implementation (direct or through partners) of WASH projects by NOs, including behavior change components.
- Housing support services (HSS)
- Support TCIS though construction expertise to implement market-based initiatives conducive to increase of families served with owner-driven housing interventions, incremental improvements and community-level capacity building.
- Housing and Land Policy/Advocacy
- Ensure that HFH Housing and Land Tenure programming is grounded in knowledge of the regulatory environment at country level that affects housing and land, identifying key areas of concern where the regulations pose significant barriers to pro-poor housing policies.
- Support advocacy initiatives related to affordable and accessible housing and human settlements (changes to governmental, financial and social systems that increase housing and/or access to housing for low income and vulnerable groups).
Resource Development and strategic partnerships (15%)
- Lead (identify, develop and implement) strategic partnerships with other organizations in the areas of housing and human settlements in alignment with the HFHI strategic plan.
- Support resource development and fundraising initiatives by contributing content for grants, proposals and reporting; develop relationships with relevant international donors.
Coordination (5%)
- Coordinate with HFHI HQ Global Programs/Operations to ensure technical and strategic alignment, information sharing, and documenting best practices.
- Coordinate with and/or represent Asia Pacific in internal and external groups, authorities and shelter cluster to help position Habitat as an expert in housing and shelter humanitarian response.
- Minimum of 7 years work experience in management and directing international development and/or housing programs and operational elements within INGOs at the global level (and at least 3 years in Asia-Pacific)
