Save the Children (SC) serves as Principal Recipient (PR) for a Global Fund to Fight HIV/AIDS TB & Malaria (GFATM) HIV grant in Philippines. The Global Fund Chief of Party (COP) is responsible for the delivery, performance and management of Global Fund HIV grant. The COP has overall responsibility for ensuring; (1) a high quality program is delivered and performance targets are met; (2) contractual obligations, including effective budget management, are met in a timely and cost-effective manner; and (3) sub-grants to the sub-recipients are well managed. The COP will also ensure that SC as PR performs as an excellent partner with other stakeholders in Philippines, the CCM, Ministry of Health, key government ministries, UN agencies, multilateral and bilateral donors and non-governmental stakeholders, the Local Fund Agent, and the donor. Additionally, the COP will provide leadership and adequate management of a PR team of over 10 staff with diverse professional backgrounds.

Areas of Responsibility: 

Project Technical Leadership and Oversight (40%).

  • Provide overall management, strategic direction, and leadership to the project to achieve expected project results within budget and timeframe
  • Ensure high quality technical programs are implemented, and also technical leadership and oversight is in place for the program.
  • Ensure that program team, including sub-recipients, are familiar with program design and targets agreed to in the performance framework.
  • Ensure high level of coordination and nurture relationships with the GFATM, Ministry of Health (MoH), other related Government departments, and other stakeholders, including partner organizations
  • Liaise with GFATM partners and other donors and implementing agencies to ensure coordination of and synergy with other HIV prevention, care and treatment efforts in Philippines
  • Ensure program delivers results, suggest changes or adjustments based on strategic, tactical and operational feedback
  • Lead team in ensuring proper coordination among sub-recipients, national level Technical Strategy Groups, and other key stakeholders.
  • Oversee a team of senior technical, program, and finance staff and ensure clear roles and responsibilities and lines of communication are maintained amongst the team members

 Financial and Grant Management, Contractual Compliance (20%)

  • Provide overall financial oversight of the budget over the life of the project
  • Oversee the control of expenditures within budgets.
  • Ensure compliance with GFATM regulations, and procedures, including compliance with all Special Conditions and Conditions Precedent in the Grant Contract.
  • Ensure compliance with all relevant Save the Children administrative and financial policies and procedures
  • Ensure appropriate implementation, oversight and monitoring of sub-grants to all sub-recipients, including ensuring flow down and compliance with all GFATM regulations and procedures.

Representation and Networking (10%)

  • Represents SC as the PR with MoH, CCM. Also represent Save the Children with UNAIDS, WHO, the government, PLHIV and other agencies as required.
  • Represents SC as the PR with the Local Fund Agent.
  • Presents SC as the PR with GFTAM, maintaining positive relationships with GF Secretariat Philippines Country Team, and specifically the GF Fund Portfolio Manager
  • Represent SC as PR with Technical Working Groups and Committees.
  • In coordination with the Save the Children in Philippines Country Director, establish and maintain professional relationships with government ministries and departments as appropriate through sharing of reports, providing verbal updates and being transparent in SC PR management.
  • Represent the project at regional, national, and international forums, including technical conferences, policy briefings, etc.

Reporting and Documentation (20%)

  • Oversee report preparation to meet GFATM and SC reporting requirements to document program performance, monitoring, and overall award compliance
  • Ensure the timely submission of all GFATM project reports, documents, and program publications including scientific submission as necessary.
  • Lead preparation of work-plans, project activity updates, and other project-related communication and reporting materials
  • Ensure that annual work plan, and all other quarterly and annual reports are produced and delivered on time.
  • Ensure program monitoring tools and systems are in place to support high quality implementation by partners.
  • Ensure good practice by supporting the development of strong M&E mechanisms and identify gaps in the standards of delivery of the HIV/AIDS programs by partners through a robust monitoring process.
  • Prepare other written reports on program events and activities for the Country Director and GFATM SCUS Account Manager as required.
  • Ensure that relevant technical materials are made available and that appropriate dissemination takes place.

Coordinate and Harmonize Program Delivery with overall Save the Children Philippines Country Portfolio (5%)

  • Actively participate to country strategic plans.
  • Actively coordinate with the Deputy Directors for Program Implementation and Program Development and Quality to ensure the Global Fund program is linked with and contributing to the overall country platform.

 Human Resources Management and Development (5%)

  • Manage and provide guidance to all GFATM staff through PMs and relevant staff.
  • Establish, build, and nurture effective teamwork within the GFATM team and ensure a cohesive workplace environment for optimum staff retention
  • Supervise team and provide necessary guidance to ensure that program targets are met.
  • Incorporate SCs vision and values into GFATM team building.
Educational Background: 
Master's Degree in public health or related field required.
Skills/Experience: 

Required Qualifications

  • Minimum of 7-10 years' experience in development project management, design, implementation of Health and HIV/AIDS programs in developing countries.
  • Proven skills and knowledge of processes in the implementation of HIV prevention, care, and treatment programs for key populations.
  • Understanding of the needs of key population groups in the context of the Philippines.
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations, specifically with context in the Philippines.
  • Experience working with civil society organizations to plan and implement health-related activities.
  • Experience in international development/humanitarian work, with specific experience in a senior management position with significant supervisory responsibility;
  • Project management experience.
  • Demonstrated excellence in a senior level technical advisor and leadership position
  • A proven track record of managing large, complex, multi-partner programs
  • Significant experience in working with GFATM and ensuring compliance with GFATM requirements;
  • Demonstrated experience in financial and grants management, including sub-grant management, and budget and procurement control

Preferred Qualifications

  • PhD or Medical Degree preferred
  • Demonstrated senior level experience in an international development context and working with key population groups
  • Knowledge of the prevalence, spread and experience with response to HIV in South East Asia;
  • Experience with developing and implementing HIV programs in South East Asia;
  • Experience in monitoring and evaluation;
  • Understanding of Procurement and Supply Management issues in large scale public health programs
  • Excellent skills in report writing and proposal development.
