FHI 360 seeks four (4) Technical Officers - Strategic Information for the US DOD-funded Zambia Defense Forces Prevention, Care and Treatment (ZDFPCT) Project. The ZDFPCT project is implemented by FHI 360 for continuing collaborations with the Zambia Defense Force (ZDF) and Ministry of Health (MOH), in scaling up prevention, care, treatment, and support for adults and children living with HIV and TB, through the military, their families and surrounding communities. The project conducts a range of activities to reach the UNAIDS 90-90-90 fast track goals by 2020 and contribute to reaching epidemic control.

The Technical Officer - Strategic Information will support the Technical Advisor – Strategic Information in the designing and implementation of robust monitoring and evaluation systems. The M/E systems will generate high quality data for performance improvement. He/she will participate in activities related to HMIS, research, targeted evaluation, surveillance, surveys, monitoring and evaluation. 

Areas of Responsibility: 
  • Coordinate facility-based Data Associates to ensure ZDFPCT fulfills M&E requirements for appropriate data collection and reporting.
  • Provision of strategic information for project level decision-making in relation to programme performance monitoring, planning, strategic positioning and programme design.
  • Support project M&E related internal and external reporting, providing relevant strategic information for evidence-based programmatic and strategic decision-making
  • Support data analysis and generation of data reports which meet the reporting requirements of FHI360, US DOD and Ministry of Health (daily, weekly, monthly, quarterly, semi-annual and annual reports).
  • Management of project-specific M&E framework and Plan including system requirements
  • Support the development and implementation of project M&E work plans including assisting in developing data collection tools
  • Conduct site visits to health facilities and provide technical assistance to these sites to ensure that data collection is accurate, reliable, feasible, efficient and timely. 
  • Conduct training of Data Associates and Data Entry Clerks on M&E and assist in supervising the implementation of quality assurance and control measures for data collection.
  • Assist in developing protocols for targeted evaluations, developing methods of data collection and recruitment as well as training appropriate staff on data collection. 
  • Perform any other duties as may be assigned.
Educational Background: 
Bachelor’s degree in Social Sciences, Statistics or Public Health Master’s Degree or its International Equivalent in Statistics, Social Sciences, Public Health or Related Field, added advantage
Skills/Experience: 
  • 3-5 years’ experience in Monitoring and Evaluation including in PEPFAR programs.   
  • Experience with donor programs is required. 
  • Experience with Smartcare required USAID experience a plus.
  • Experience must reflect the knowledge, skills and abilities listed above
