FHI 360 seeks a Technical Advisor - Strategic Information for the US DOD-funded Zambia Defense Forces Prevention, Care and Treatment (ZDFPCT) Project. The ZDFPCT project is implemented by FHI 360 for continuing collaborations with the Zambia Defense Force (ZDF) and Ministry of Health (MOH), in scaling up prevention, care, treatment, and support for adults and children living with HIV and TB, through the military, their families and surrounding communities. The project conducts a range of activities to reach the UNAIDS 90-90-90 fast track goals by 2020 and contribute to reaching epidemic control.
Under the supervision of the Deputy Project Director/Senior Technical Advisor, the Technical Advisor- Strategic Information will assist in the design and implementation of robust monitoring and evaluation systems that generate high-quality data for performance improvement. He/she will participate in activities related to HMIS, research, targeted evaluation, surveillance, surveys, monitoring, and evaluation.
- Assist the Deputy Project Director/Senior Technical Advisor in coordinating with stakeholders (national, international, and donor) in various phases of the project (from M&E system development to reporting and dissemination) to ensure that ZDFPCT fulfills its M&E needs.
- This includes reviewing existing data collection tools and making revisions accordingly. Coordinate with implementing partners, Defense Forces Medical Secretariat (DFMS) managers to ensure that ZDFPCT fulfills M&E requirements.
- This includes working with these mentioned groups to make sure that they are carrying out appropriate data collection and reporting. Conduct data analysis and generate data reports which meet the reporting requirements of FHI360, US DOD and Ministry of Health (daily, weekly, monthly, quarterly, semi-annual and annual reports).
- Provide input into the implementation of the project M&E Work Plan on a regular basis and make updates to the Work Plan as needed.
- Review and assist in the development of collaborative M&E work plans with implementing partners including assisting in developing data collection tools for their component of the project Conduct site visits to health facilities and provide technical assistance to these sites to ensure that data collection is accurate, reliable, feasible, efficient and timely.
- Conduct training for Strategic Information staff and DFMS Information Officers on M&E and assist in supervising the implementation of quality assurance and control measures for data collection.
- Assist in developing protocols for targeted evaluations, developing methods of data collection and recruitment as well as training appropriate staff on data collection.
- Document lessons learned and best practices in monitoring and evaluation, according to DOD and PEPFAR guidelines.
- Represent FHI360 and make presentations at professional meetings and conferences related to Monitoring and Evaluation.
- Bachelor’s degree in Social Sciences, Statistics or Public Health 5-8 years’ experience in Monitoring and Evaluation including in PEPFAR programs.
- Experience with donor programs is required.
- USAID experience a plus. Experience must reflect the knowledge, skills, and abilities listed above
