FHI 360 seeks a Deputy Chief of Party for an anticipated USAID Reproductive, Maternal, Newborn, Child and Adolescent Health and Nutrition (RMNCAH&N) Continuum of Care (CoC) Program. USAID Zambia supports the Government of the Republic of Zambia (GRZ) and their Ministry of Health (MOH) to improve the health of mothers and children through strengthened capacity to engage the communities for health, to deliver quality Services, and strengthening systems at national and subnational levels. The activity will provide technical assistance to the government led RMNCAH&N Continuum of Care (CoC) Program (hereafter referred to as “CoC Program”). It is a program that aims to provide quality health services as close to the community as possible through implementation of high impact interventions that save lives. USAID will support the MOH CoC Activity Program in four provinces of Zambia (Luapula, Muchinga, Southern and Eastern) through this CoC Activity and the Swedish International Development Cooperation Agency (Sida) Grant (hereafter referred to as the (“Sida Grant”) that provides funding to the MOH CoC Program.

Areas of Responsibility: 

Under the guidance of the Chief of Party, the Deputy Chief of Party will provide technical leadership, develop technical strategies and oversee the technical implementation of the USAID Reproductive, Maternal, Newborn, Child and Adolescent Health and Nutrition (RMNCAH&N) Continuum of Care Technical Assistance Activity. Specific responsibilities may include but are not limited to:

  • Provide technical leadership on all matters and ensure quality of the RMNCAH&N program
  • Provides technical expertise and experience in designing and implementing comprehensive reproductive health programs, and related health system-strengthening.
  • Ensures that high quality technical programs are implemented in a timely manner and in coordination and collaboration with partners, Sida and other stakeholders
  • comprehensive reproductive health, including maternal, newborn, child and adolescent health and nutrition assistance.
  • Oversee the technical quality assurance program for all technical aspects of the program activity and progress towards meeting set goals and objectives for the implementation of strengthened public health system to deliver quality reproductive, maternal, newborn, child, adolescent health and nutrition services.
  • Provides leadership and supervision to ensure the quality of direct services and technical assistance provided through successful implementation.
  • Coordinate the development and implementation of the project technical strategies, policies and SOP’s are developed and implemented in accordance to USAID and Zambian regulations.
  • Assist with the management, development and monitoring of work plans and budgets; ensure appropriate levels of technical assistance for interventions.
  • Provide technical assistance through the review and/or writing of protocol, papers, reports to ensure accuracy and appropriateness.
  • In collaboration with the Chief of Party, oversee the implementation of an indicator-based performance monitoring plan
  • Support the Chief of Party to ensure that all technical areas of the project are integrated and maximize the use of available resources of the project
  • Oversee reporting and monitoring of technical performance metrics
  • Ensure technical program quality according to set standards including quality assurance and quality improvement initiatives
  • Promote sustainability of project activities and good relationships with key contacts from MOH, Swedish Development Cooperation Agency (Sida) and USAID/Zambia.
  • Establish and maintain strategic relationships with other USAID/Zambia implementing partners to reach a common understanding of the activity, avoid duplication, strengthen and supplement USAID/Zambia programs.
Educational Background: 
MB.BS/MD/PHD or similar degree with 10 years relevant experience with international development programs which includes 5 years of relevant supervisory experience.
or MS/MA in social science, public health or related field, MPH preferred, and a minimum of 10 years relevant experience with international development programs which includes 5 years relevant supervisory experience. 
Or BS/BA in social science, public health or related field, with a minimum of 11 years relevant experience with international development programs which includes 5 years of relevant supervisory experience.
Skills/Experience: 

The DCoP must have the following minimum qualifications, skills and experience necessary to support this activity:

  • Familiarity with Zambian public-sector health systems, international donor organizations, NGOs and CBOs is required.
  • Demonstrated success in multicultural environments is required.
