The Senior Technical Design, Monitoring and Evaluation Advisor shall Design, implement and manage the project’s monitoring & evaluation strategy, including instrument design, data collection, and analysis and reporting. Facilitate ongoing learning on monitoring and evaluation for WV staff, project sub-grantees and local primes as well as facilitate research work related to the STOP GBV II project, including dissemination. The position shall further supervise project M&E staff including those from sub grantee organizations.
Design, implement and manage the project’s monitoring & evaluation strategy.
- Lead the design of the project’s monitoring & evaluation strategy
- Lead the design of conceptual frameworks, research methodology and data collection tools for WV, sub-grantees and local primes.
- Develop the methodology for baseline and evaluation studies.
- Train data collection teams, conduct data analysis and develop reports for WV and donors, including reports from partners.
- Develop and manage reporting systems and processes for WV, sub-grantees and local primes for timely reporting to donors.
- Conduct Data Quality Assurance (DQA) visits to ensure that partners and WV OSC produce high quality data.
- ead the process of project database development and its roll out, including staff training and implementation monitoring.
- Supervise project M&E staff
Facilitate ongoing learning on monitoring and evaluation for WV staff, project sub-grantees and local primes.
- Develop an M&E capacity building plan for WV, sub-grantees and local primes
- Facilitate M&E related learning events for sub-grantees, local primes and government stakeholders.
- Provide ongoing M&E technical assistance to WV GBVSS staff, WV sub-grantees and the local primes.
- Identify, analyze, document and disseminate lessons learned and lead the development of Technical Briefing Papers.
Facilitate research work related to the GBVSS project, including dissemination
- Develop evidence-based position papers to be used to engage different stakeholder at all levels.
- In collaboration with relevant teams, conduct research and produce (advocacy) documents and presentations, including policy memos and briefs, and other policy and informational documents, for both internal and external purposes.
- Training in Statistics, Monitoring & Evaluation, or Research related fields is preferred
- Minimum of 5 years’ experience working in monitoring and evaluation and/or management of programs that address gender based violence.
- Experience in M&E systems design including applications of technology in M&E processes and knowledge management processes
- Experience of working with project addressing gender issues, including gender based violence.
- Understanding of US Government and PEPFAR monitoring & evaluation frameworks and processes
- Demonstrated expertise in successfully designing and carrying out complex quantitative and qualitative research and evaluation processes
- Strong verbal and written communication skills (in English).
- Strong teamwork skills.
- Computer skills inclusive of statistical software, database development and management.
