FHI 360 seeks a Grants Manager for a USAID Zambia Feed the Future program that aims to reduce stunting in targeted districts through increased and improved quality of dietary and health conditions for better utilization of nutrients. The program seeks to influence nutritional outcomes through an integrated approach that emphasizes household and community level interventions and social and behavior change mechanisms for maximum saturation and impact. Activities will support increased access to and consumption of nutrient-dense and protein-rich food, optimal infant and young child feeding practices, and access to clean water and appropriate and effective health, family planning and nutrition services. The Grants Manager will oversee an extensive portfolio of grants to local organizations. Responsibilities will include working with program staff to establish a grants management system; supporting NGOs in preparing project proposals, developing project budgets and evaluating project results; facilitating the grant selection process; monitoring and reporting on grant activities; and providing technical assistance and training to grant recipients. The position will be based in Lusaka and will report to the Deputy Chief of Party.
Job Summary / Responsibilities:
- Advise senior management on critical prime award and sub-award strategies and issues.
- Interpret fundamental donor regulations and requirements and apply them to specific situations for timely resolution to prime award issues.
- Support prime award negotiations with donors working closely with the supervisor and HQ Contracting Officers.
- Prepare and submit requests for donor consideration and approvals to include but not limited to waivers for restrictions, international travel, key personnel, revisions to program description and budget, disposition instructions, and so on as required and necessary.
- Support Chief of Party to meet contractual deliverables such as submission of implementation plans, budget pipelines, financial and programmatic reports, final reports, et cetera.
- Perform acquisition and assistance roles from pre-award to close-out. These roles may include a wide variety of discrete transactions occurring at various and concurrent stages of prime awards and sub award processes.
- Provide and supplement technical assistance to program development and other operational support needed to support organizational goals and objectives.
- Coordinate issuance of sub-awards, consultancies, office and residential and other contractual arrangements.
- Review requests from programs and other clients for completeness, accuracy and compliance within FHI 360 policies and donor requirements.
- Initiate, support and prepare and finalize management tools such as operational manuals, policies and regulations.
- Prepare and submit management reports on schedule to comply with optimal standards and strict deliverables.
- Report to the supervisor on variance reports, recommend strategies, take appropriate action and provide updated status on regular basis.
- Directly supervise Contracts and Grants staff, mentor, train and complete annual work performance evaluations.
- Initiate, coordinate and undertake post-award conferences for new sub-awards.
- Provide acquisition and assistance training to staff and implementing partners.
- Collaborate and closely work together with U.S. HQ Contracting Officers and program backstops to provide acquisition and assistance support to the project.
Qualifications:
- Minimum of six years of grants project management
- Strong skills using MS Excel Word, PowerPoint and Access
- Experience with a USG-funded project preferred
- Demonstrated ability to create and maintain effective working relations with stakeholders
- Ability to work independently and manage a high volume work flow
