Classification Standards:  Under the direction of the Program Monitoring and Compliance Manager, this position is responsible in the daily operations of the financial department of LAHSA.  The position’s main area of responsibility includes providing programmatic oversight of LAHSA funded homeless programs, including the Safe Haven, Emergency Shelter, Transitional Housing, Permanent Supportive Housing, and Supportive Services programs.  This position is responsible for serving as a team leader, overseeing a Subrecipient Program Monitor in support of the daily operations of the fiscal department, and must conduct program monitoring of LAHSA subrecipient contractors. 

Areas of Responsibility: 

Essential Duties and Responsibilities:

General:

  • Participate in maintaining an automated fund accounting system in accordance with Generally Accepted Accounting Principles and applicable Federal, State, County and City regulations.
  • Assist in establishing, implementing and maintaining internal controls and accounting policies and procedures of LAHSA.

  • Maintain accuracy and data quality within the Homeless Management Information Systems (HMIS) database.
  • Offer innovative enhancements to department operations.
  • Create and maintain an ongoing relationship with program staff at agencies.
  • Contribute to the development of appropriate training and technical assistance for staff, program applicants and grantees, as well as additional appropriate audiences.
  • Assume other responsibilities as designated by the Chief Financial Officer, Controller, Monitoring and Compliance Manger and Monitoring Manager.
  • Assist in providing technical assistance and training to subrecipients and peers.

Specific:

  • Supervise and mentor Subrecipient Program Monitor. Act as a team leader in ensuring subrecipient compliance with laws, rules, regulations, policies and procedures.
  • Conduct program monitoring of program subrecipients to verify accuracy of records and compliance with standards and regulations.
  • Conduct monitoring visits to programs and compile written documentation regarding programmatic compliance findings for improvements to system and procedures.
  • Assist Supervising Subrecipient Fiscal Monitor in preparing for monitoring and conducting site and desk monitoring reviews of program subrecipients to verify accuracy of records, compliance with standards, laws, regulations, policies and procedures.
  • Assist Supervising Subrecipient Fiscal Monitor in compiling monitoring findings and finalizing and communicating results and recommendations for improvements to systems and procedures.
  • Perform risk assessments of each program upon completion of program monitoring.
  • Analyze data and program’s target population to provide technical assistance, program design, program staffing, and programmatic strengths and weaknesses.
  • Perform research on local and national best practices in homeless programming.  Use knowledge acquired to develop program designs in order to provide technical assistance to LAHSA funded agencies.
  • Use HMIS reports to regularly evaluate and validate agency performance and assist agencies in their use of HMIS.
  • Assist in the identification of liability to LAHSA and work with team to mitigate risk.
Educational Background: 
Graduation from an accredited college with a Bachelor’s Degree in the social sciences
Equivalent combination of applicable training and experience may be substituted for educational requirements
Skills/Experience: 

Knowledge Of: 

  • Fund accounting and program grants management of federal and non-federal funds.
  • Homeless funding regulations, requirements and procedures, including the HUD CoC Program (formally the Supportive Housing Program [SHP]), Independent Living Program (ILP), Department of Public and Social Services (DPSS), Emergency Solutions Grants (ESG), and Community Development Block Grants (CDBG).
  • LAHSA homeless program types.
  • OMB Circulars A‐110, A‐122, A‐133 and general ledger management and maintenance.
  • 2 CFR 200 (Uniform Administrative Requirements) and general ledger management and maintenance.
  • Team‐based project management.
  • Intermediate or advanced level understanding of computer software programs, specifically Microsoft Office (Word, Excel, Access, Power Point and Outlook) and the internet, as well as working knowledge of project management software (MS Project).
  • Knowledge of fund accounting software, preferably Sage.

Experience Requirements: 

Candidate must possess a minimum of three years of experience in a governmental or non-profit organization, preferably with supervisory experience.   Successful candidate is required to have strong knowledge of the social services field and/or successful management and implementation of programs in the non-profit, government, or private sector  The candidate would ideally possess strong research, information management and communications skills.
