Program Officer, Middle East Relations

  • Provide support to the Head of Middle East to formulate overall strategy for the Middle East region, including identifying the vision, developing strategic goals, evaluating the opportunities and risks, prioritizing strategic options, designing action plans and developing unit budget and resource allocation.
  • Manage the foundation’s partnership with its largest grantee in the Middle East, including managing $100m grant to $2billion Lives & Livelihoods Fund (LLF); ensuring cross-foundation input into the LLF to deliver impactful investments; providing capacity building; staffing Bill Gates in LLF-related engagements
  • Lead the foundation’s gender equality investments and partnerships in the region, including the use of Melinda Gates’ voice to drive advocacy goals
  • Structure and drive necessary internal and external stakeholder coordination on our Middle East engagement. This will include managing a team of consultants and overseeing their deliverables.  
  • Conduct landscaping of potential new partners and manage a portfolio of grants and contracts to support the foundation's donor government relations objectives.
  • Draft briefs, memos, background researches and other materials upon request.
Educational Background: 
Bachelor’s Degree with significant professional experience. Master’s degree in public policy/international development or a related field is desirable.
Skills/Experience: 
  • Passion for the foundation’s mission essential 
  • Deep knowledge of and experience in the Middle East and North Africa
  • Some background in international development required (preferably in an International Financial Institution); expertise in specific Gates Foundation investment areas a plus but not required
  • Excellent corporate and strategy skills essential
  • Deep project management skills, with the ability to coordinate and manage stakeholders, drive decision-making in a dynamic environment
  • Exceptional results orientation
  • Excellent written and verbal communication skills essential including the ability to represent the foundation at external meetings; events
  • Proven ability to build challenging relationships and deliver complex partnerships essential 
  • Ability to influence without authority
  • Clear understanding of stakeholders across the foundation, including relevant communication channels to resolve/escalate issues
  • Fluency in French and/or Arabic a plus 
  • Ability to travel within the region and to the United States (up to 10%)
