The goal of the Ending AIDS in West Africa project is to accelerate progress across the region towards ending AIDS in West Africa through prevention, care and treatment and acceleration of achievement of UNAIDS 90-90-90 targets with a focus on Key Populations.
The Senior Technical Advisor will be responsible for CCM/Global Fund inputs, development of training curriculum, technical criteria, and the research agenda. The position will be based in Lome, Togo and will report to the Chief of Party. This position is contingent upon funder approval of key personnel and availability of funds.
- Provide technical assistance and capacity building for the design, implementation, monitoring and evaluation of HIV prevention, care, and treatment programs for key populations supported by FHI 360 and national and local partners.
- Provide technical assistance for HIV care, treatment and support for key populations across the cascade by ensuring innovative, evidence-based programming.
- Develop approaches to address the positive health dignity and prevention of key populations living with HIV.
- Remain informed on current state-of-the-art programs in the HIV/AIDS care and treatment field with focus on key populations, through the review of literature and articles, and maintain links with other international bodies which specialize in key population focused HIV treatment and care.
- Represent FHI 360 and the project in professional and public settings, and present at professional meetings and conferences.
- Develop scopes of work, project deliverables and monitoring and evaluation indicators and targets together with the Strategic Information team for grant and contract resource and service delivery partners as required.
- Develop guidance, tools and materials related to key population programming.
- Ensure that project best practices and innovations are widely shared across all project sites and with other key stakeholders and incorporate/adapted into projects as relevant.
- Write success stories that highlight key technical innovations to share with USAID and key partners and stakeholders.
- Ensure the Technical lead of the project (or responsible for ensuring that the program provides high quality technical services, meets its annual targets and is maximizing positive outcomes).
- Work in close collaboration with the Chief of Party and the Program’s technical staff to provide strategic inputs to the Program’s activities.
- Serve as Chief of Party when the Chief of Party is away from the program
- Author manuscripts for publication as appropriate.
- At least 12 years of increasingly responsible experience in public health programming in developing countries, at least 8 of which should be on HIV/AIDS programs
- Expert-level knowledge of UNAIDS, WHO, and PEPFAR organizations and technical and programmatic recommendations related to KP-centered programming
- Senior technical expert on KP-centered approaches to HIV/AIDS epidemic solutions.
- Significant experience as a supervisor
- Experience working with government officials in West or Central Africa
- Demonstrated knowledge of the Global Fund grant mechanism(s)
- Fluent in French and English
