Save the Children is seeking a Senior Technical Advisor, Integrated SRH/HIV Services, for an anticipated five-year USAID/PEPFAR-funded PREVENTION – EMPOWER program in Malawi. The program will aim to a) expand the use of high quality, integrated, sexual and reproductive health (SRH) and HIV prevention services by adolescent girls and young women (AGYW) aged 10 to 24; and, b) increase case-finding of undiagnosed HIV-positive individuals in four districts, through targeted outreach testing with robust linkages to ART. HIV case-finding will focus on adult men and young people aged 15-24, who constitute the majority of undiagnosed HIV-positive persons in Malawi.

The Senior Technical Advisor will be the lead technical expert on delivery of comprehensive SRH/HIV services to targeted AGYW as part of the larger DREAMS package. S/he will provide expert guidance on appropriate technical and programmatic approaches for scale up of contraceptive and other SRH services for AGYW, including GBV mitigation and post-violence care. S/he will recommend improvements in delivery of services and engage in mentoring of clinical staff. S/he is expected to apply professional knowledge and experience in supporting the achievement of the program objectives and has to be familiar with PEPFAR and SRH/HIV service delivery programs in the region. Experience in HIV prevention and clinical management of HIV, and good facilitation and training skills are requirements.

Areas of Responsibility: 
  • Provide TA in the development of evidence-based of comprehensive SRH/HIV services for AGYW in Malawi.
  • S/he will provide technical assistance in building capacity of the government and its local partners to meet project goals. S/he will coordinate SC technical support and reporting.
  • S/he will build capacity in networking and strengthening partnerships with other organizations and implementers to leverage community and other donor resources to support common goals. S/he will ensure project work plans, PMP and budget are aligned.
  • Take lead in the implementation activities like establishing partnerships and networks within Malawi, undertaking assessments and short studies, conducting supervisory and TA visits.
  • As a member of the team, actively participate in building capacity of implementing organizations to deliver high impact SRH/HIV and other DREAMS programming to create synergies.
  • Conduct and/or participate in operations research to generate evidence for effective implementation of SRH/HIV services to move the HIV incidence towards zero infections.
  • S/he shall build an evidence base for new and cutting-edge programming. S/he will be responsible for documenting prevention program results and disseminating them. S/he will conduct evidence-based advocacy with the government in Malawi and donor community to influence HIV and AIDS programming locally.
  • Compile/write timely quality monthly, quarterly and annual reports according to SC standards for review by the respective supervisor.
  • Work with the Technical Advisor for M&E to establish a functional quality M&E system that measures progress in achieving targets and results, and provides evidence for decision making.
  • Making the COP aware of opportunities to expand SC work and impact in Malawi.
Educational Background: 
Master’s degree in public health, health management, or related discipline, or clinical degree in medicine or nursing.
Skills/Experience: 
  • Minimum 8 years professional experience with international health and HIV/AIDS programs, inclusive of at least 3 to 5 years in a technical leadership role in resource-challenged settings, preferably in sub-Saharan Africa.
  • At least 3 years experience with the delivery of FP/SRH services at scale in ESA region, including experience with the provision of these services to AGYW.
  • Demonstrated state-of-the-art expertise in youth-friendly SRH services, family planning/HIV integration, and GBV services, especially post-violence care, in high prevalence settings.
  • Prior experience with clinical training of health personnel for improved service delivery in resource-challenged settings.
  • In-depth knowledge of USAID and PEPFAR approaches and regulations;
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations;
  • Creative problem solving skills with the ability to work effectively in resource-constrained environments is important;
  • Excellent oral and written communication skills in English.
