The Senior Technical Advisor, HIV Testing Services will be the lead expert on all aspects of HIV testing. S/he will provide expert guidance on appropriate technical and programmatic approaches to HIV case findings through targeted testing. S/he will recommend improvement in the delivery of HTS and in targeting strategies and engage in mentoring of HIV testing staff.
Areas of Responsibility:
- Supports in the design and implementation of the project strategy for HTS targeting adolescent girls and young women.
- Provides technical leadership and technical support related to health facility and community-based management of HIV strategies and approaches to advance HIV case findings.
- Designs and implements HTS capacity strengthening modules for local implementation.
- Undertakes development of guidelines, tools and recommendations related to the implementation and evaluation of integrated activities related to HTS.
- Provides technical assistance to relevant stakeholders to design, develop, implement, monitor and evaluate strategies to effectively integrate various components of the HTS delivery elements as appropriate.
- Supports functional linkages between relevant stakeholders through comprehensive referrals.
- Contributes to development of lessons learned from the project and other relevant projects that are related to HTS and apply these lessons to modify and improve the project.
- Represents FHI 360 Malawi to donors and other stakeholders on issues of HTS.
- Contributes to the development of program strategies, subproject documents, work plans and budgets, with a special focus on ensuring HTS incorporated.
- Perform other duties as assigned.
Educational Background:
Medical degree preferred; nursing degree with clinical experience considered as an alternative. Master’s degree in health management, public health or related discipline also highly desired.
Skills/Experience:
- Knowledge of health and development programs in developing countries in general and Malawi specifically.
- Clinical management and training experience and ability to understand full range of issues around HIV testing services.
- Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding HIV infections.
- Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants and recipients of assistance.
- Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
- High degree of proficiency in written and spoken English communication. Well-developed computer skills.
- Ability to travel to implementation districts a minimum of 25%.
- Minimum 8 years professional experience with international health and HIV/AIDS programs, inclusive of at least 3 to 5 years in a technical leadership role in resource challenged settings
- At least 3-year experience working with large-scale community-based HIV testing programs in East and South Africa region.
- Demonstrated state-of-the-art expertise in HIV testing approaches in high prevalence settings, including in active index testing and HIVST.
- Prior experience with capacity building and clinical training of health personnel for improved service delivery in resource-challenged settings.
- Familiarity with Malawi health systems and NGOs is highly desirable.
