Save the Children is seeking an Organization & Capacity Development Specialist for an anticipated five-year USAID/PEPFAR-funded PREVENTION – EMPOWER program in Malawi. The program will aim to a) expand the use of high quality, integrated, sexual and reproductive health (SRH) and HIV prevention services by adolescent girls and young women (AGYW) aged 10 to 24; and, b) increase case-finding of undiagnosed HIV-positive individuals in four districts, through targeted outreach testing with robust linkages to ART. HIV case-finding will focus on adult men and young people aged 15-24, who constitute the majority of undiagnosed HIV-positive persons in Malawi.

The Organization & Capacity Development Specialist will provide leadership and project oversight in the area of organizational capacity building (financial, leadership, management and technical) for this program. This person will lead technical assistance in programmatic, management, technical and financial capacity building of local organizations to provide high quality SRH and HIV prevention services, as well as increase case-finding of undiagnosed HIV-positive individuals. The Organization & Capacity Development Specialist will oversee and ensure the technical and methodological soundness of all organizational activities. In addition, this Specialist will establish and implement a robust system to ensure quality of local organizational capacity building activities targeting the beneficiaries and in compliance with local guidelines.

This position is contingent upon donor approval and funding.

Areas of Responsibility: 
  • Provide oversight, strategic direction and definition of organizational capacity building project activities
  • Participate in the development, design, implementation, and monitoring of work plans and budgets
  • Design and implement organizational capacity assessments, reporting, developing and supporting capacity-strengthening plans
  • Lead the design and development of training and other capacity building events, including the certification, of partners to ensure effective transition of awards to indigenous partners
  • Lead the OCD team in conducting monitoring visits to sub grantees to provide hands on technical support to ensure effective management of grants. Oversee the design of capacity development materials approaches for comprehensive learning to improve quality of HIV services as well as increase case-finding
  • With other project leaders, ensure consistent and systematic integration of crosscutting areas, such as gender, youth, and the private sector
  • Work with M&E staff to design and implement a plan to track results related to organization capacity building to inform adjustments in project implementation
  • Ensure activities are fully accomplished, meet expected technical quality standards, and are delivered on schedule and on budget
  • Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested
  • Develop and/or update training materials, standards, job aids, and curricula, as well supervisory systems needed to build capacity of local organizations
  • Represent the project and the consortium, and participate in outside associations, conferences, and symposia through knowledge sharing around industry innovations and project successes
  • Organize project/program trainings, conferences, workshops, and meetings, as needed
  • Ensure compliance with USAID/PEPFAR regulations, and procedures, including compliance with Save the Children policies
  • Incorporate SC’s vision and values and full adherence to Code of Conduct principles
Educational Background: 
Bachelor’s degree in international development, social sciences, or related subject
Skills/Experience: 
  • At least 7 years’ experience implementing and/or providing technical assistance in organizational capacity building in similar context
  • Demonstrated experience providing capacity building assistance at individual and organizational levels
  • Demonstrated experience with a mix of practical technical skills in financial management, organizational management, governance and necessary for strengthening local partner capacity
  • Familiarity with USAID/PEPFAR’s administrative, management and reporting procedures and systems
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations
  • Creative problem-solving skills with the ability to work effectively in resource-constrained environments
  • Excellent oral and written communication skills in English

Preferred Qualifications

  • Master’s Degree in Public Health or Organizational Capacity Building
  • Previous experience working in Malawi, with knowledge of the local health systems that provide HIV services
