The monitoring and evaluation Advisor provides technical assistance and support to EPIC/KPIF Malawi in all aspects of strategic information, including monitoring and evaluation (M&E), information systems development and maintenance, and surveillance.

Support M&E activities related to the performance of EPIC/KPIF programs in Malawi, including M&E design; measurement of appropriate indicators; development of appropriate M&E recording and reporting forms and mechanisms; data quality assurance processes and systems; database maintenance; appropriate data analysis; and appropriate dissemination of results. Collect and analyze data for reports of activities implemented under EPIC/KPIF . Provide technical assistance and support in M&E system, QA/QI, surveillance, data analysis and data use to EPIC/KPIF implementing partners (IPs) Provide technical assistance and support to NAC and KP organizations/Networks in the design and implementation of e-cascade database (DHIS2 database) for Key population enrolled and provide with services.    As requested, provide strategic information input to strategic planning processes of all partners.

Areas of Responsibility: 
  • Oversees M&E activities in close collaboration with assigned Country/Region/Programs.
  • Develop and directly contribute to the development and implementation of M&E tools and systems to improve ability to collect, interpret and aggregate data that demonstrate impact and program accountability and progress.
  • Develop and support the design and implementation of baseline, mid-term and end of project evaluations, surveys and other components of the programs M&E system.
  • Provide M&E technical advice to programs, projects, including staffing and resource allocation to M&E.
  • Develop high quality quantitative and qualitative methods and participatory methodologies to monitor program quality for performance and results.
  • Provide technical support for M&E in one or more technical sectors.
  • Build upon industry and experiences to improve consistency, quality and practicality of M&E strategies; promote dissemination and use of lessons learned within international partner organizations.
  • Review M&E plans and PMPs for quality and adherence to donor requirements.
  • Collect lessons learned from programs and collaborate with senior management to assure M&E components are of high quality and improve processes and practices in data analysis.
  • Provide training to staff, primary stakeholders, and implementing partners on M&E components in project design; such as monitoring plan, assessments, reviews, surveys and evaluations.
  • Identify best practices for documentation as success stories, technical reports, or peer review publications and reviews surveillance, research and evaluation publications prior to release to stakeholders.
  • Provide quality and timely submission of all required project reports.
  • Liaise with national, multisectoral and donor M&E TWG and colleagues to ensure programs provide complementary support and contribution to evolution of country M&E systems.
  • Oversee capacity building activities on M&E topics, including the development of workshop materials, webinars, the design and management of workshops for implementing partners, the development of technical briefs, learning modules, and M&E guides.
  • Participate in resource mobilization, and contribute to proposals.
  • Contributes to planning and making recommendations for department/program/project concept, operations, and/or implementation.
  • Influences design and scope of initiatives and programs.
  • Represents the organization to external entities at professional meetings and conferences.
  • Continually maintains a dialogue and M&E technical exchange with field counterparts and technical staff of implementing partners.
  • Coordinates with employees and consultants, on-site and in the field for situations that are less routine and more unusual.
  • Performs other duties as assigned.

Supervision Given/Received:

  • May supervise junior level staff members.
  • Work is reviewed in terms of meeting the organization’s objectives and schedules.
  • Accomplishes results through managers or senior members of team.
  • Manages a technical area staff and function area within the organization.
  • Plays a coaching and mentoring role for others; may assist in team management as necessary, although has no formal people management responsibility.
Educational Background: 
Bachelor’s of science degree in public health, epidemiology, bio-statistics, demography and population studies or other related field preferred.
Skills/Experience: 
  • At least ten years relevant work experience in  Monitoring and Evaluation of Health and HIV/AIDS.
  • Experience with USAID-funded activities, with PEPFAR monitoring, evaluation and reporting experience preferred.
  • Advanced skills in developing DHIS2 database  
  • Demonstrated experience with DHIS2, Health Management Information Systems and ability to transfer knowledge through informal and formal training.
  • Experience in designing and implementing M&E systems
  • Experience with U.S. government rules and regulations and experience working in an international NGO/PVO environment desirable.
  • In-depth functional knowledge in area of specialization and detailed knowledge of related areas in the organization.
  • Comprehensive understanding of the external environment and how it affects the industry in general and FHI in particular, including political, legal, environmental, financial and social influences.
  • Comprehensive understanding of organization’s structure, policies and practices, and the impact on own area.
  • Strong diagnostic, analytical and problem-solving skills.
  • Ability to exchange information, present recommendations and collaborate with colleagues and peers within the organization and possibly externally.
  • Ability to influence others of the benefits/importance of an idea or plan of action and to gain their support or commitment.
  • Strong negotiation skills and ability to reach mutual points of agreement and benefit among peers and colleagues.
  • Typically requires 8+ years of experience in education, health, behavioral, or social sciences or related field.
  • Knowledge and experience in specific technical area.
  • Informed of current program developments in division/unit/technical area.
  • Years of work experience that demonstrates sensitivity to and understanding of technical issues.
  • Ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
  • Experience in specialized technical/medical field of study.
