Save the Children is seeking a Financial Management and Operations Director for an anticipated five-year USAID/PEPFAR-funded PREVENTION – EMPOWER program in Malawi. The program will aim to a) expand the use of high quality, integrated, sexual and reproductive health (SRH) and HIV prevention services by adolescent girls and young women (AGYW) aged 10 to 24; and, b) increase case-finding of undiagnosed HIV-positive individuals in four districts, through targeted outreach testing with robust linkages to ART. HIV case-finding will focus on adult men and young people aged 15-24, who constitute the majority of undiagnosed HIV-positive persons in Malawi.

The Financial Management and Operations Director will oversee all administration and financial management, internal controls and financial compliance aspects of the project, in accordance with USAID guidance and regulations. The Director will provide financial and operational management to ensure the best use of resources by preparing sound budgets, monitoring project expenses, and providing accurate and timely financial reports for donors.

Areas of Responsibility: 
  • Support the Chief of Party to develop and implement key management systems that will support project planning, reporting, and performance management;
  • Ensure all financial plans, invoices, reports, and other financial documents and transactions are accurate, timely, and consistent with Save the Children and USAID guidelines and regulations;
  • Prepare and monitor budgets to ascertain that spending occurs as planned and that variances are anticipated, noted, and corrected; ensure that key program personnel are aware of budgetary resources and are able to monitor their budgets respectively.
  • Review and consolidate monthly financial reports to ensure accuracy and to provide regular feedback to senior management and project team;
  • Prepare quarterly reports, consolidated annual fiscal report, cumulative life of project report, and any other required donor submissions;
  • Prepare and revise finance and operation guidelines for adherence to SC and donor requirements;
  • Verify that appropriate segregation of duties exists to ensure effective support of field operations and to protect the integrity of the country office finance and administrative operations.
  • Perform financial review of purchase requests, purchase orders, and payment requests to ensure compliance with Save the Children’s policies and procedures and donors grants and contracts requirements.
  • Keep track of statutory and donor specific audit requirements and coordinate closely with awards to initiate required audits on time.
  • Lead in managing audit process with Internal and/or External Auditors ensuring smooth audit and provide all documents required by Auditors as and when needed.
  • Ensure proper soft and hard archiving system is in place in finance as per SC policies and procedures.
  • Oversee sub grant monitoring and compliance including organizational assessments, review of financial reports/ advance requests, and financial tracking; develop sub grant monitoring plans; perform and document compliance visits.
  • Supervise the finance and operations staff including performance evaluation and revising job descriptions as necessary. Develop the capacity of the team and facilitate their professional growth.

Educational Background: 
A Master’s Degree in Business Administration, Finance, Accounting or other relevant field; or, a Bachelor’s or certified accounting degree with 10 years’ experience;
Skills/Experience: 
  • Minimum 8 years’ experience in accounting, operations and financial management of large-scale, complex, international development assistance programs;
  • Proven ability to prepare budgets and donor financial reports.
  • Familiarity with USG financial reporting and compliance requirements.
  • Demonstrated experience and skills in developing and managing large budgets, including proficiency in relevant computer applications and databases;
  • Three to five years of relevant grants and contract management experience, including experience enhancing financial management capacity of civil society organizations.
  • Demonstrated supervisory experience, and excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations;
  • Strong analytical and creative problem solving skills, with the ability to work effectively in resource-constrained environments is important;
  • Excellent oral and written communication skills in English.
