The Global Fund Finance Specialist is responsible for the overall financial management of the Global Fund for AIDS, Tuberculosis and Malaria awards. This includes preparation or examination of financial reports, reviewing and processing Gift-In-Kind related transactions, monitoring disbursements and processing fund requests/reimbursements to Country Offices (CO) and Home Office (HO). This position will coordinate with both HO and CO teams to ensure that CO financial reporting is in line with both donor expectations and the capabilities of our systems and processes. The role is also responsible for monitoring cash position and providing updates on receivables for the portfolio. The focus of this position will be to provide financial expertise and analysis for the Global Fund awards, with an integrated and collaborative approach to managing our funding. The position will also have a dotted reporting line to the Global Finance Director and a direct reporting line to the Operations Director of Global Fund within the Department of Global Health.

Areas of Responsibility: 

Preparation and Review of Donor Reports (25%)

  • Collaborate with the business team to advise on most appropriate setup for reporting to donors
  • Provide Save the Children US (SC US) costs to Country Offices for report preparation
  • Review any Country Office prepared reports for accuracy
  • Track donor disbursements and follow up with the Country Offices as needed on cash position
  • Gather all relevant documentations on donor disbursements and provide accurate coding for grant income booking
  • Ensure that key program personnel are aware of their budgetary resources, and are able to monitor their budgets respectively

Financial Analysis and Support (25%)

  • Maintain reclass/adjustment inbox for assigned portfolio ensuring Journal Vouchers are prepared and adjustments are made in a timely manner
  • Ensure Indirect Costs charges to awards are reconciled on a regular basis and adjusted in the ledger
  • Review and process internal wire transfers to reimburse SC US direct and indirect costs per the financial report or other reconciliation file
  • Review and process fund requests submitted by the Country Offices for program implementation
  • Identify and process any necessary adjustments as a result of award analysis
  • Review the fund summary to ensure the Award Management System (AMS) set up is accurate
  • Advise on grant closeout and support business teams in closeout adjustments for awards
  • Coordinate with Country Office and headquarter staff to provide timely inputs and documents for internal or external audits

Training and Technical Assistance (TA) (25%)

  • Conduct TA visits to Country Offices as needed.
  • Conduct on-line or in-person training for both CO and HO staff for capability building

Review and Process Global Fund-related Gift-In-Kind (15%)

  • Assist the Award Management Team in setting up Gift-In-Kind AMS record once the Country Office transitions to the new Pooled Procurement Mechanism
  • Review and process all Gift-In-Kind transactions in SC US Agresso financial system
  • Gather and ensure all backup documentation support for the booked entries
  • Reconcile the Gift-In-Kind record with the Country Office and ensure expenses booked in  system reflect the same information

Information Management (10%)

  • Participate in Life of Award (LOA) reviews and dashboard development for assigned portfolio
  • Ensure reports are saved on the shared drive and uploaded on AMS
  • Update financial reports submission information on AMS as needed for Key Performance Indicators (KPI)
Educational Background: 
High School Diploma
Skills/Experience: 
  • Minimum 3-5 years’ experience in accounting and financial/grants management
  • Requires learned knowledge, including working in general ledger and financial systems
  • Ability to travel 20-30% internationally
  • Attention to detail, prompt/accurate delivery of information, and ability to prioritize multiple deadlines
  • Strong problem solving, analytical, and organizational skills
  • Keeps manager informed of important issues; builds effective relationships within peer workgroup
  • Strong communication skills to collaborate within Save the Children, across the Save the Children Alliance, and working with donors

Preferred Qualifications

  • BA preferred
  • Preferred experience working in a fast paced and matrixed organization.
  • Domestic Global Fund experience is a plus.
