Manager, Finance and Operations--US Emergencies

Save the Children is committed to reducing the impact of disaster, whether natural or manmade, on children through effective preparedness, response and recovery. The Manager, US Emergencies Finance and Operations will provide financial and operational support for Save the Children’s U.S. Programs (USP), a division within the agency charged with implementing high quality disaster programming, and maybe among the first staff to deploy to Save the Children U.S. based emergencies. The Manager is responsible for providing budget holder support, award management, sub-award management, budgeting, financial analysis, accounting, and expense allocation guidance related to US Emergencies work.

Areas of Responsibility: 

Budget Holder Support (25%)

  • Serve as business partner for budget holder by providing strategic input, being a sounding board for SCUS compliance with policies, and managing financial portfolio for day to day through long term activities
  • Provide training and technical assistance to those within financial portfolio for strong budget management
  • Support planning and budgeting process by providing cost allocation guidance and funds available
  • Maintain and Excel based budget forecasting tool for input into department level budget
  • Support operational needs including procurement, Gifts in Kind (GIK), and asset management by tracking goods and maintaining an inventory file

Financial Reporting and Analysis (20%)

  • Generate monthly financial reports including, but not limited to, budget vs. actual reporting, grant spending reports, spending projections, and trends
  • Conduct monthly general ledger analysis for coding accuracy
  • Prepare timesheet and expense allocation guidance, and ensure on-time completion and changes when needed

Proposal Development & Award Management System (AMS) Workflows (20%)

  • Responsible for the collection of information for proposal budgets and budget narratives.
  • Prepare donor budget templates and required internal templates for proposal budgets
  • Provide general finance information to Resource Development for proposals as needed.
  • Responsible for record upkeep in AMS system for each award record in portfolio from opportunity to closeout.
  • Start workflow at each stage of the award process and fill in basic award information for each record.
  • Responsible for being familiar with agency grants and contracts policies and procedures
  • Obtain approvals for awards that fall outside internal policies.
  • Ensure donor reports are completed and stored in AMS.
  • Close award records in a timely manner by ensuring all documentation is in AMS and funds have been received.

Respond to US Emergencies (15%)

  • Deploy to designated Save the Children US Emergency responses in a financial or operational capacity or serve as a finance and/or operations backstop as required.
  • Based on our business needs during a response, U.S. Emergencies employees, including the Manager, US Emergency Finance and Operations, are expected to deploy for 3 to 6 weeks at a time.
  • Train staff on the ground on conducting finance and operational processes and provide technical assistance throughout the response

Sub-Award Management (10%)

  • Serve on review committee and vet new partnerships
  • Provide financial guidance to internal and external stakeholders on best practices for managing Save the Children funding
  • Review and approve partner financial reports and process payments
  • Reconcile sub-award advance and expense accounts
  • Maintain full portfolio sub-award budget vs. actual report for awards in pipeline, committed, and pending closed
  • Conduct financial monitoring visits on partnerships to ensure proper use of donor funding 

Special Projects (10%)

  • Support and/or lead continuous improvement projects related to US Emergencies
  • Other duties as assigned
Educational Background: 
High School or Technical/Vocational Degree
Skills/Experience: 
  • Minimum 3-5 years' experience in area of expertise
  • Professional level of specialized knowledge to manage complex tasks, programs or projects.
  • Must be willing and available to deploy to Save the Children US Disaster responses for periods of at least three weeks at a time.
  • Ability to prioritize, work well under pressure and capably handle multiple tasks within tight deadlines.
  • A creative, self-starter who has the ability to support multiple stakeholders by providing sound financial data and guidance
  • Ability to work with staff at various levels, and to demonstrate the importance of upholding financial policies and procedures
