Director, Financial Operations

The Director, Financial Operations will report to and work closely with the Senior Director and Assistant Controller in managing the sub ledger activities for accounts payable, payroll and benefits, related budgeting activities, and preparation for Agency audits and external reporting.  This role analyzes, consolidates and directs all sub-ledger accounting procedures with statistical and routine reporting, and works to ensure transparent practices, which conform to accepted accounting principles within the organization and meet federal regulations and standards. This position also ensures agency policies and procedures are observed as they pertain to financial operations, and directs and oversees the daily management of the accounts payable unit staff and processes, ensuring the accuracy and timely operations.

Areas of Responsibility: 

Financial Management and External Reporting (20%)

  • Minimum 7-10 years' experience in area of expertise
  • Bachelor’s degree or equivalent relevant experience required.
  • Strong level of technical and/ or managerial knowledge, skills, and experience to direct the operational activities of a unit or team, or provide technical advice, guidance and management related to various size programs, grants or projects.
  • Collaborates and coordinates cross-divisionally, and performs the work related to preparing accurate and timely completion of external reporting deliverables; annual audit, single audit, tax filings, 990 forms, 403B audit and other audit related support.
  • Ensures accounting methodology and reporting treatment in line with GAAP. Provides non-technical written commentary that fosters clarity, engagement, and feedback among key stakeholders. Including latest IRS requirements for vendor and staff expenses and analyzes impact on agency related policies and forms and implements necessary changes.
  • Collaborates and coordinates with others on the accounting and finance team on financial reporting activities including month-end and year-end closing activities, and inputs into the NICRA calculation. Reviews and assists in reconciling detailed schedules and provides inputs into financial planning and analysis.
  • Responsible for the timely submission of 1099 and 1042s forms, state sales and usage tax reporting.
  • Ensures timely collection of IRS W-9/W-8 forms.

Accounts Payable (45%)

  • Manages all employees of the accounts payable unit and is responsible for the performance management and hiring of the employees within the unit.
  • Oversees the management of the vendor master file and ensures all responsibilities around vendor management are met including upholding proficient communications with internal and external stakeholders such as employees, sub awardees, and vendors.
  • Oversees the day-to-day operations of the accounts payable team and processes associated with the payment of invoices, employee advances and reimbursements, and the related transactions affecting the expense ledger.
  • Oversees accurate and timely closing procedures for week and month end, including oversight over the related balance sheet accounts, posting of wire payments and other transactions to the general ledger including expense ledger reclassifications.

Payroll, Benefits and Labor Reporting (20%)

  • Prepares payroll related general ledger journal entries for payroll related expenses including recording payroll, intercompany payroll transactions, calculation of accruals, and reclassification of labor reporting.
  • Responsible for all payroll and fringe related accounts and supporting schedules and collaborates with the Payroll department, Global Finance, and Compensation and Benefits within Human Resources to support the agency’s process to accurately budget, calculate, record, and report payroll and fringe benefit related expense and liabilities.
  • Reviews quarterly and annual payroll tax filing provided by payroll processing agency.
  • Prepares reports as needed including per pay period labor reporting by employee for wage related accounts for the agency that supports the agency’s audit readiness and donor obligations.

Innovation and Internal Controls (15%)

  • Identifies opportunities for process improvement throughout the organization and leads special projects, as needed.
  • Establishes and maintains internal controls and reporting related to financial operations.
  • Creates and maintains accounting policies for agency and collaborates with finance team on keeping the finance manual up-to-date.
  • Performs other duties as may be required.
Educational Background: 
Bachelor’s degree or equivalent relevant experience required.
