FHI 360 is currently recruiting for the position of Grants Manager for an anticipated project, CSSF Lebanon: Palestinians Community Resilience Building. This program aims to provide coordinated innovative interventions in support of solutions to improve resilience and stability in the Palestinian camps of Lebanon. The Grants Manager will oversee a portfolio of grants to local organizations.  Responsibilities will include working with program staff to establish a grants management system; developing grant solicitations; overseeing grant selection and development process; monitoring and reporting on grant activities; and providing technical assistance and training to grant recipients. It is expected that the Grants Manager will be located in Beirut, Lebanon.  The position is contingent on funding. 

Areas of Responsibility: 
  • Support the design and management of a grants program and identify the correct type of grants to be issued (in-kind, standard or fixed-cost);
  • Interpret fundamental donor regulations and requirements and apply them to specific situations for timely resolution to prime award issues; 
  • Work closely with appropriate program personnel to develop and coordinate grant solicitation and selection processes approved by FHI 360 and the funding authority; develop and issue solicitations: process and prepare all necessary documentation, in collaboration with project personnel; and follow-through and complete all approval processes; 
  • Coordinate the grant development process, including due diligence activities and preparing grant packages (including developing project descriptions, budgets and budget narratives, negotiation memos, etc.).  
  • Supervise and support the grants team in the implementation of all grantee activities;
  • Maintain a successful grants monitoring and tracking system to quickly and easily assess the status and performance of each grantee, including any implementation issues; 
  • Conduct, in collaboration with other staff, workshops, trainings, and/or provide hands-on technical assistance to grantees or potential grantees covering FHI 360 grants procedure and management and reporting requirements; 
  • Manage, supervise, and provide ongoing guidance and coaching to the grants team, including developing guidance material;
  • Prepare grant modification packages; 
  • Serve as the point of contact for grantees; and 
  • Conduct site visits to observe grantee activities as required. 
Educational Background: 
Bachelor’s Degree in international development or a related field;
Skills/Experience: 
  • With Bachelor’s degree, a minimum eight (8) years’ experience working in or with the non-governmental sector, especially in grant and financial management; with Master’s degree, five to seven years’ experience.
  • Minimum three (3) years of experience with grants programs; experience with both in-kind grants and cash (standard or fixed-cost) grants preferred; 
  • Familiarity with FCO CSSF, or DFID, programming, rules and regulations highly desired; 
  • Ability to work effectively in a highly collaborative team approach; 
  • Excellent communication and organizational skills; and 
  • Excellent verbal and written communication skills in English and Arabic.
