FHI 360 is currently recruiting for the position of Director, Finance and Operations for an anticipated USAID/Ukraine Donbas Economic Prosperity Program (DEPP). The purpose of DEPP is to increase stability in Eastern Ukraine by facilitating an economic transformation in the Donbas in which new businesses develop in industries with growing prospects; old businesses direct their energies toward new and growing markets; the small business community expands and diversifies and has an active role in local policy formulation; citizens develop skills for the jobs of the future; and the economy of the Donbas is more closely integrated with the national economy of Ukraine.

Areas of Responsibility: 
  • Provides overall management of administrative operations, including, logistics, procurement, budgeting, finances, human resources, information technology, property and security
  • Responsible for financial analysis, planning, and oversight to support effective financial management and implementation of the project, including oversight of grants and procurement functions, and ensuring the program meets all USAID and U.S. government requirements in funds accountability
  • Establish and manage systems and protocols for project administration and operations, including grants, subcontracts, procurement, compliance, and personnel
  • Develops and adheres to project-specific HR and compensation plan aligned with FHI 360 Ukraine projects, USAID policies, and local labor laws and regulations.
  • Supervises financial operations and daily monitoring of obligations, budgets, and expenditures.
  • Oversees financial administration of sub-grants and sub-contracts
  • Ensures compliance with USAID rules and regulations and FHI 360 policies and procedures.
  • Responsible for project financial reporting and accounting, and maintains accurate and timely financial information and ensures cost control of all tasks and assignments to achieve the project objectives
  • Coordinates payments of invoices, administers payroll, reviews and approves fund requests and disbursements
  • Oversees training and onboarding of technical and operational staff.
  • Oversees a team of financial, administrative, and grants, and procurement staff
Educational Background: 
Advanced degree in business administration, finance, accounting, or related field; five additional years of experience considered in lieu of an advanced degree
Skills/Experience: 
  • Minimum of 10 years of experience in administrative and financial management of large-scale, complex, international and donor-funded programs; prior experience managing USAID-funded programs required
  • Demonstrated knowledge of USAID project cycle, agency policies, regulations reporting requirements for financial management and procurement
  • Knowledge of applicable Ukrainian laws and policies on labor and financial and procurement procedures
  • Prior experience managing sub-grants required
  • ·Demonstrated knowledge, skills, excellence in accounting, financial management, human resources, procurement, administration, and other management support functions as needed
  • Excellent leadership skills, including the ability to manage large budgets for USAID projects and client expectations and strong interpersonal skills for working with project staff, donors and beneficiaries
  • Fluency in English, Russian, and Ukrainian required
